Amends the Counties Code. Provides that the property tax imposed with respect to a county home may not exceed 0.2% (now, 0.1%) of the value, as equalized or assessed by the Department of Revenue, of all the taxable property in the county. Effective immediately.

Appropriates $52,000,000 to the Department of Corrections for FY2007 for the ordinary and contingent expenses of the Thomson Correctional Center. Effective July 1, 2006.
Amends the State Finance Act. Excludes moneys received by the Department of Financial and Professional Regulation under the Illinois Credit Union Act from those moneys required to be deposited into the Financial Institution Fund. Makes certain provisions concerning transfers to the General Revenue Fund inapplicable to (i) any fund established under the Illinois Credit Union Act, the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, or the Savings Bank Act and (ii) the Professions Indirect Cost Fund. Limits transfers and expenditures from those funds to specified purposes. Prohibits the allocation or transfer of additional amounts generated by certain fee increases with respect to or from the Credit Union Fund. Amends the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, and the Savings Bank Act. With respect to the moneys in each of the Bank and Trust Company Fund, the Savings and Residential Finance Regulatory Fund, and the Credit Union Fund, (i) exempts those moneys from assignment or transfer except for unappropriated administrative expenses and (ii) provides that the moneys remain the property of and must be held in trust for the financial institutions from which they were collected. For FY08, requires the Commissioner of Banks and Real Estate (now, the Director of the Division of Banks and Real Estate) to adopt rules to adjust regulatory fee rates in the specified manner. Amends the Illinois Credit Union Act. Provides that the regulatory fee paid by a credit union to the Department of Financial and Professional Regulation shall be the lesser of (i) the rate pursuant to the regulatory fee schedule or (ii) a rate established in a manner proportionately consistent with the rates in the regulatory fee schedule and that would fund the actual administrative and operational expenses of the Credit Union Section. Increases rates in the regulatory fee schedule for credit unions with total assets over $5,000,000. Requires the Director of Financial and Professional Regulation to adjust the fee schedule for the next fiscal year. Provides that the fee schedule may be increased by no more than 5% annually if necessary to defray the actual (now, estimated) administrative and operational expenses of the Credit Union Section (now, the Department). Prohibits any increase in the fee schedule if the amount remaining in the Credit Union Fund at the end of the fiscal year is equal to or greater than 25% of the actual administrative and operational expenses for the preceding fiscal year. Requires the Director to base the regulatory fee for the next fiscal year on the credit union's total assets as of December 31 of the preceding calendar year. Beginning on July 1, 2005, requires a credit union to pay the regulatory fee in quarterly installments due and payable on the due date for the call report for the preceding quarter (now, a credit union is required to pay the regulatory fee in full no later than March 1 of each calendar year). Provides for a regulatory fee cap of $125,000 (now, $187,500). Effective immediately.
Amends the State Finance Act. Provides that, through fiscal year 2007, no amount may be transferred from the State Police Vehicle Fund to the General Revenue Fund. Amends the Illinois Vehicle Code, the Clerks of Courts Act, and the Unified Code of Corrections. Provides that any person who receives a disposition of court supervision for a violation of the Illinois Vehicle Code must pay an additional fee of $10, to be deposited into the State Police Vehicle Fund.
Amends the Gasoline Storage Act. Provides that a retailer of ethanol blended gasoline that owns an ethanol aboveground storage tank having a capacity of greater than 1,000 gallons shall register the tank with the Office of the State Fire Marshal. Provides that each retailer required to register an ethanol aboveground storage tank shall pay the Office of the State Fire Marshal a registration fee. Expands the rulemaking authority of the Office of the State Fire Marshal to regulate ethanol aboveground storage tanks. Defines "ethanol aboveground storage tank".
Amends the Mental Health and Developmental Disabilities Code. Provides that if a person who is the subject of a petition for involuntary admission to a mental health facility is transferred to the county in which the mental health facility is located from another county, the county from which the person was transferred must pay the cost of the services of the State's Attorney of the county in which the facility is located in representing the people of the State of Illinois in all proceedings on the petition, as determined by the court. Provides that the county from which the person was transferred must pay the cost within 2 months after the conclusion of the involuntary admission proceedings.
Amends the Wildlife Code. Provides that any individual engaged in field sport in this State must be licensed as a field sport huntsman or accompanied by a licensed field sport huntsman. Sets forth certain requirements for this license. Provides that a person engaged in field sport without a license or without being accompanied by a licensed field sport huntsman shall be guilty of a petty offense and subject to an administrative fine. Provides that the holder of a field sport license shall be liable for any damage to real or personal property caused by a field sport hunting party in which the licensee was present, participated in, sponsored, or otherwise accompanied. Defines "field sport" as any organized hunt that uses dogs or hounds for tracking game including, without limitation, foxes and coyotes.
Amends the Illinois Finance Authority Act. Expands the fire truck revolving loan program to include EMS service vehicles. Amends the State Finance Act to make conforming changes.
Amends the Illinois Vehicle Code. Beginning with the 2007 registration year, increases by $1 the fee to be collected for registration of any vehicle of the first division and any vehicle of the second division weighing 8,000 pounds or less. Provides that the additional $1 shall be deposited into the State Police Vehicle Fund. Effective immediately.
Appropriates $3,000,000 from the General Revenue Fund to the Department of State Police for grants to units of local government to defray the costs incurred by those units of local government in: (1) securing and cleaning up sites in which methamphetamine was illegally manufactured; (2) employing full or part-time police officers assigned to drug task forces or Metropolitan Enforcement Groups and for over-time pay for these officers; and (3) providing medical and dental care for methamphetamine addicts incarcerated in county jails. Effective July 1, 2005.
