Amends the Meat and Poultry Inspection Act. Allows for the slaughter of an animal that has not been subject to an antemortem inspection in cases where (i) the animal has gotten loose, (ii) the animal poses a risk to the public health while it is loose, and (iii) an inspector is not immediately available to conduct an antemortem inspection. Effective immediately.

Amends the Open Meetings Act. Prohibits a public body, during a meeting other than a special meeting for a bona fide emergency, from voting on an item that was not included in the agenda that was posted for that meeting.
Amends the Criminal Code of 1961. Provides that it is unlawful to repaint or recoat a firearm with a color other than the original manufactured color of the firearm. Provides that a violation of this provision is a Class A misdemeanor.
Amends the Downstate Police Article of the Illinois Pension Code. Provides that, beginning on the effective date of this amendatory Act, "police officer" or "officer" includes any person who is employed as a police dispatcher. Allows a police dispatcher to transfer creditable service under the Illinois Municipal Retirement Fund Article to his or her pension fund under the Downstate Police Article. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Clerks of Courts Act. Makes a technical change in a Section concerning the office hours of the clerks of courts.
Amends the Solicitation for Charity Act. Requires certain charitable organizations registered under the Act to file a written report that includes a financial statement with the Attorney General within 36 months after the close of a 12-month reporting period (rather than on or before June 30 of each year, if its books are kept on a calendar basis, or within 6 months after the close of its fiscal year, if its books are kept on a fiscal year basis). Allows an organization that is required to file a written report for multiple 12-month periods to combine the financial statements for a maximum of 3 12-month periods in one 36-month reporting period. Makes related changes.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the offense of pandering.
Amends the Election Code. With respect to campaigns for statewide office and General Assembly member, permits contributions only during the 90 days before the general primary and the 90 days before the general election. During each period, limits a person's or entity's contributions to $1,000 in the aggregate per officeholder, candidate, or other State political committee. Sets campaign expenditure limits with respect to statewide and General Assembly offices. Creates a committee to review campaign materials before they are distributed; prohibits distribution of materials the committee judges overly inaccurate or negative.
Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.
