COURT CLERK-ENTER DISPOSITIONS

Amends the Clerks of Courts Act. Provides that the clerks shall enter of record all dispositions, judgments, and orders (rather than judgments and orders) of their respective courts.

PEN CD-IMRF-SLEP-PARK POLICE

Amends the Illinois Municipal (IMRF) Article of the Pension Code. Makes park police eligible for the sheriff's law enforcement employee formula. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

CD CORR-DNA SEX OFFENDER

Amends the Unified Code of Corrections. Provides that any person on the effective date of this amendatory Act incarcerated in a facility of the Illinois Department of Corrections for any sex offense, or a prior sex offense statute as defined in any former version of the Criminal Code of 1961, or any offense that was sexually motivated, shall submit a specimen of blood, saliva, or tissue by July 1, 2007 for immediate inclusion in the State Offender DNA Identification System. Provides that after July 1, 2007, every person convicted of a sex offense, or a prior sex offense statute as defined in any former version of the Criminal Code of 1961, or any offense which at the time of sentencing the court finds to be sexually motivated shall within 45 days of his or her placement in a facility of the Illinois Department of Corrections submit a sample of blood, saliva, or tissue for immediate inclusion in the State Offender DNA Identification System. Effective immediately.

MIDWIFE CERTIFICATION ACT

Creates the Midwife Certification Act to provide for the regulation of Certified Midwives who practice home-birth midwifery by the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2018 for the new Act.

USED VEHICLE BUYER PROTECTION

Creates the Used Vehicle Buyer Protection Act. Prohibits a used vehicle dealer from selling or leasing a used vehicle unless he or she stipulates to the consumer any mechanical or technical defects or problem history of that particular make, model, and year of that vehicle. Requires a used vehicle dealer to provide the consumer with a written warranty containing the listed terms. Provides exclusions to the warranty's coverage. Provides remedies for the consumer and civil penalties against the used vehicle dealer for failure to honor a warranty. Provides for arbitration of disputes concerning the warranty. Requires a dealer to provide the consumer with a notice of his or her rights at the time of purchase or lease of a used motor vehicle.
