Creates the Equine Welfare Act, which is the same as applicable provisions of the Humane Care for Animals Act. Amends the Humane Care for Animals Act to exempt from that Act those equidae covered by the Equine Welfare Act.
Congratulates Jo Wenzel, fourth grade teacher at Pearl Elementary School, on being named the Illinois Ag Teacher of the Year.
Amends the State Finance Act. Requires that, within 30 days after the date that the first claim is made after the effective date of this amendatory Act for response action costs under the Illinois Pesticide Act, the State Treasurer must transfer from the General Revenue Fund to the Agrichemical Incident Response Trust Fund an amount equal to the aggregate amount of all transfers made since State Fiscal Year 2004 from the Agrichemical Incident Response Trust Fund under certain Sections of the State Finance Act. Provides that, if any amount is transferred out of the Agrichemical Incident Response Trust Fund into any other fund in the State treasury, then, within 60 days after that transfer, the State Treasurer shall transfer that same amount from the General Revenue Fund to the Agrichemical Incident Response Trust Fund. Effective immediately.
Amends the Illinois Income Tax Act. Provides that the Director of Revenue shall, no earlier than 6 weeks (now, as soon as practicable) after an amount payable is assessed, give notice to each person liable for any unpaid portion of the assessment, stating the amount unpaid and demanding payment thereof.
Amends the Illinois Vehicle Code, the Unified Code of Corrections, and the State Finance Act. Provides that any person who receives a disposition of court supervision for a violation of the Illinois Vehicle Code, rather than only those persons who receive that disposition after appearing in court with regard to the violation, shall pay additional fees of $20 and $5. Provides that the additional fees shall also be collected from a person who receives the disposition for a violation of a local ordinance that is similar to a provision of the Vehicle Code. Increases the amount of the $5 fee to $10. Provides that $5 of the $10 fee shall be deposited into the Illinois Law Enforcement Alarm System Fund. Creates the Illinois Law Enforcement Alarm System Fund as a special fund in the State treasury. Provides that the Illinois Law Enforcement Alarm System Board shall use all moneys in the Fund for the operational expenses of homeland security air support units in the State of Illinois. Effective immediately.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that an addict or alcoholic who is charged with or convicted of a crime may not elect treatment if the crime is residential burglary (now, he or she may not elect treatment if he or she has been convicted of residential burglary and has a record of one or more felony convictions).
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Amends the Illinois Income Tax Act. Limits the application of the deduction for dividends that were paid by a corporation that conducts business operations in a federally designated Foreign Trade Zone or Sub-Zone to taxable years ending on or before December 31, 2008. Effective immediately.
