Amends the Mental Health and Developmental Disabilities Code. Provides that the Department of Human Services, in collaboration with the Department of Children and Family Services, the Department of Healthcare and Family Services, and the Illinois State Board of Education, shall develop a comprehensive, integrated, and coordinated web-based system that documents in real time the availability of services proffered by the listed agencies for adults and children with disabilities. Provides that the system shall be known as the Electronic System of Care (eSOC) and shall be publicly accessible through the listed agencies' websites to allow primary and secondary customers to develop person-centered services plans, search for services or supports needed within a consumer specific time period, and track the progress an agency is making in providing needed services or supports, and to determine service gaps in the system. Effective immediately.

Amends the Children and Family Services Act. Requires the Department of Children and Family Services to file in the appropriate circuit court a petition requesting the appointment of the Office of State Guardian as guardian of any person with an intellectual or developmental disability who has reached the age of 21 and is receiving child residential services in a facility licensed by the Department. Provides that, if appointed by the court, the State Guardian shall serve as guardian of the person from the date upon which the person reaches the age of 21 until the day before his or her 22nd birthday. Requires the Department to file its petition in a timely manner to ensure that guardianship, if granted by the court, commences on the date of the affected person's 21st birthday. Effective immediately.
Amends the Criminal Code of 1961 concerning the offense of disorderly conduct at a funeral or memorial service. Increases, from 200 to 500 feet of any ingress or egress of the funeral site, the distance in which specified conduct is prohibited.
Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Retired Law Enforcement license plates to residents of Illinois who meet eligibility requirements prescribed by the Secretary of State. Creates the Illinois Sheriffs' Association Scholarship and Training Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Sheriffs' Association Scholarship and Training Fund shall be paid as grants to the Illinois Sheriffs' Association for specified purposes.
Amends the Illinois Vehicle Code. Provides for issuance of U.S. Coast Guard license plates, with eligibility requirements to be determined by the Secretary of State. Effective immediately.
Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.
Amends the Illinois Enterprise Zone Act. Provides that an area is qualified to become an enterprise zone if it comprises not more than 18 square miles (now, 12 square miles). Provides that an enterprise zone shall be in effect for 55 years (now, 30 years). Authorizes the Department of Commerce and Economic Opportunity to certify an additional 10 enterprise zones between January 1, 2013 and December 31, 2022. Requires each Zone Administrator to post a copy of the enterprise zone boundaries on its website and to collect and aggregate certain information. Amends the Corporate Accountability for Tax Expenditures Act. Changes the definitions of "full-time, permanent job" and "retained employee". Amends the Illinois Income Tax Act. Eliminates the job tax credit for a taxpayer conducting business operations in an enterprise zone. Eliminates the deduction for dividends that were paid by a corporation which conducts business operations in an enterprise zone. Eliminates the deduction for interest income from a loan or loans secured by property which is eligible for the Enterprise Zone Investment Credit. Effective immediately.
Amends the Illinois Vehicle Code. Increases the maximum liability of a renter of a vehicle for damages resulting from loss due to theft of the vehicle from $2,000 to the actual and reasonable costs incurred up to the fair market value of the vehicle immediately before the loss occurred, as calculated by a commonly and commercially accepted method to establish a fair market value. Effective January 1, 2013.
Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.
Amends the Illinois Vehicle Code. Provides that any person who drives or is in actual control of a motor vehicle upon the public highways of this State and who has been involved in a fatal motor vehicle accident shall be deemed to have given consent, regardless of whether an arrest takes place, to tests of blood, breath, or urine to detect alcohol, drugs, or intoxicating compounds. Provides that both a test of the concentration of alcohol in the person's breath and a test of blood or urine for the purpose of determining the content of alcohol, drugs, or intoxicating compounds of the person's blood shall be administered.
