Amends the Illinois Vehicle Code. Provides that where a marked flush median of sufficient width divides one or more lanes of traffic driving in opposite directions, a left turn shall not be made from any other lane and that a vehicle shall not be driven in the marked flush median except when preparing for or making a left turn from or into the roadway, driveway, or alley or when preparing for or making a U turn when otherwise permitted by law. Effective immediately.

Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
Amends the Pawnbroker Regulation Act. Makes a technical change in a Section concerning violations of the Act.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Illinois Vehicle Code. Provides that in the case of a fatal motor vehicle accident involving 2 or more vehicles, a traffic crash reconstruction report must be completed within 30 days of the accident.
Amends the Grow Your Own Teacher Education Act. Adds as a purpose of the Grow Your Own Teacher Education Initiative that the Initiative shall effectively recruit and prepare parent and community leaders and paraeducators to become effective teachers statewide in non-public special education facilities. Includes Illinois non-public special education facilities under the Children with Disabilities Article of the School Code as an "eligible school" under the Act. Makes related changes.
Amends the Illinois Vehicle Code. Provides for the issuance of Blue Star license plates to any Illinois resident whose spouse, parent, sibling, or child is serving in the United States Armed Forces. Provides that the plates shall be issued only to applicants who present appropriate documentation as determined by the Secretary. Provides that applicants shall be charged an additional $15 for original issuance and additional $2 at renewal, to be deposited into the Secretary of State Special License Plate Fund.
Amends the Illinois Vehicle Code. Provides for issuance of U.S. Coast Guard license plates, with eligibility requirements to be determined by the Secretary of State. Effective immediately.
