Amends the Code of Civil Procedure. Provides that "abandoned residential property" means residential real estate which the court finds is not occupied by a mortgagor or a bonafide occupant and as to which at least one of several listed circumstances exist. Describes designated circumstances when a property shall not be considered abandoned residential property. Provides a procedure for a motion to shorten the redemption period for abandoned residential property. Provides that upon confirmation of the judicial sale, any personal property remaining in or upon the abandoned residential property is deemed abandoned and may be disposed of or donated by the holder of the certificate of sale or the purchaser at the sale. Makes other and corresponding changes. Effective immediately.

Amends the State Comptroller Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, at the time a voucher is submitted to the Comptroller, the vendor may make a written election to deduct all or a portion of the amount due under that voucher from the vendor's tax liability under the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the Comptroller shall certify the amount to be deducted and shall provide the vendor with a copy of the certification. Provides that, if such an election is made, then the vendor is not entitled to interest payments under the State Prompt Payment Act with respect to the certified voucher amounts. Requires transfers from the Fund from which the voucher would have been paid if an election had not been made to certain other Funds. Effective July 1, 2011.
Amends the Illinois Vehicle Code. Provides for issuance of U.S. Air Force license plates, with eligibility requirements to be determined by the Secretary of State. Effective immediately.
Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Retired Law Enforcement license plates to residents of Illinois who meet eligibility requirements prescribed by the Secretary of State. Creates the Illinois Sheriffs' Association Scholarship and Training Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Sheriffs' Association Scholarship and Training Fund shall be paid as grants to the Illinois Sheriffs' Association for specified purposes.
Amends the Illinois Highway Code. Provides that the Department of Transportation shall create and implement a pilot project to construct centerline rumble strips on all State highways in Menard County that do not have them at the time of the effective date of the amendatory Act.
Amends the State Finance Act. Provides that the State may not obligate or expend any amount, from any source, for any project if the project expands, improves, or upgrades freight or passenger rail service using the Third Street rail corridor in Springfield, Illinois. Effective immediately.
Resolves that the Commission on Government Forecasting and Accountability study the impact of time and interest on the underfunding of the State-funded retirement systems.

Amends the Illinois Vehicle Code. Increases the maximum liability of a renter of a vehicle for damages resulting from loss due to theft of the vehicle from $2,000 to the actual and reasonable costs incurred up to the fair market value of the vehicle immediately before the loss occurred, as calculated by a commonly and commercially accepted method to establish a fair market value. Effective January 1, 2012.
