Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections and the Department of Juvenile Justice.
Amends the Property Tax Code. Provides that, beginning with the 2012 taxable year, all barns that were first placed in service more than 75 years before the first day of the taxable year and are located in areas zoned for agriculture shall have an assessed value of zero. Effective immediately.
Amends the Public Safety Employee Benefits Act. Provides the health benefits of that Act to a person who is employed as a security guard by the State on a full-time, part-time, temporary, or contractual-payroll basis and whose death or catastrophic injury in the line of duty occurs on or after September 1, 2011. Effective immediately.
Amends the Code of Civil Procedure. In provisions concerning the procedure and petition used by a person to change his or her name, adds the requirement that the person be a United States citizen.
Amends the Counties Code and the Illinois Municipal Code. Eliminates the power of the County Board or corporate authorities of a municipality to tax the business of operating a community antenna television system. Denies home rule powers. Effective immediately.

Creates the Grow Your Own Educational Service Provider Act. Establishes the Grow Your Own Educational Service Provider Initiative to effectively recruit and prepare staff of non-profit social service agencies who also provide public or private school educational services to obtain a higher level of or additional licensure or certification. Provides that the Board of Higher Education shall administer the Initiative as a grant competition to fund consortia that will carry out Grow Your Own Educational Service Provider preparation programs. Sets forth provisions concerning the selection of grantees, expenditures under the Initiative, implementation of the Initiative, and an independent program evaluation. Provides that funding of the Initiative is subject to appropriation.
Amends the Children with Disabilities Article of the School Code. Makes a technical change in a Section concerning definitions.
Amends the Mental Health and Developmental Disabilities Code. Provides that the Department of Human Services, in collaboration with the Department of Children and Family Services, the Department of Healthcare and Family Services, and the Illinois State Board of Education, shall develop a comprehensive, integrated, and coordinated web-based system that documents in real time the availability of services proffered by the listed agencies for adults and children with disabilities. Provides that the system shall be known as the Electronic System of Care (eSOC) and shall be publicly accessible through the listed agencies' websites to allow primary and secondary customers to develop person-centered services plans, search for services or supports needed within a consumer specific time period, and track the progress an agency is making in providing needed services or supports, and to determine service gaps in the system. Effective immediately.
