CHILDREN-LEADS

Amends the Intergovernmental Missing Child Recovery Act of 1984. Provides that the Department of State Police shall develop and implement a policy whereby a statewide or regional alert would be used in situations relating to sex offenses committed by child sex offenders or violent offenses against youth in which the offenders have not been apprehended utilizing the information about child sex offenders and violent offenders against youth entered into LEADS.

RMLA-MORTGAGE SUMMARY-TERMS

Amends the Residential Mortgage License Act of 1987. Provides that at the time a mortgage loan is made or brokered, a licensee must provide to the borrower, in the mortgage document, a summary of the terms of the mortgage agreement. The summary must be listed on the first page of the document in an area titled "SUMMARY OF TERMS". The summary must be listed in bold, 14-point font.

UNIFORM POWER OF ATTORNEY ACT

Creates the Uniform Power of Attorney Act. Provides that the Act applies to all powers of attorney except: (1) a power to the extent it is coupled with an interest in the subject of the power, including a power given to or for the benefit of a creditor in connection with a credit transaction; (2) a power to make health-care decisions; (3) a proxy or other delegation to exercise voting rights or management rights with respect to an entity; and (4) a power created on a form prescribed by a government or governmental subdivision, agency, or instrumentality for a governmental purpose. Contains general provisions concerning powers of attorney, including when a power of attorney takes effect and the extent of an agent's duties. Contains provisions concerning an agent's authority, including with respect to real property, tangible personal property, operation of a business, insurance, estates and trusts, claims and litigation, and other matters. Also contains a statutory form power of attorney. Repeals provisions of the Illinois Power of Attorney Act concerning durable powers of attorney and a statutory short form power of attorney for property. Effective immediately.

OIL COMPANY INCENTIVES

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that neither the Department of Commerce and Economic Opportunity nor the Department of Revenue shall award any discretionary tax or other incentive to any entity whose primary business is the production of oil or gas.

UNIFORM CHILD ABDUCTION ACT

Creates the Uniform Child Abduction Prevention Act. Provides that a court on its own motion may order abduction prevention measures in a child custody proceeding if the court finds that the evidence establishes a credible risk of abduction of the child. Provides that a party to a child custody determination or another individual or entity having a right under the law of this State or any other state to seek a child custody determination for the child may file a petition seeking abduction prevention measures to protect the child. Provides that a State's Attorney may seek a warrant to take physical custody of a child or other appropriate prevention measures. Contains provisions concerning definitions, cooperation and communication among courts, jurisdiction, contents of petitions, factors to determine risk of abduction, measures to prevent abduction, warrants to take physical custody of a child, duration of abduction prevention order, uniformity of application and construction, and other matters.

INC TAX CREDIT ID THEFT

Amends the Illinois Income Tax Act. Authorizes a credit to taxpayers for an amount equal to 20% of the amount of expenditures by the taxpayer for equipment placed in service during the taxable year for the purpose of preventing identity theft, but not to exceed $100 per article of equipment. Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried back, but may be carried forward and applied to the tax liability of the 2 taxable years following the excess credit year. Exempt from the Act's sunset provisions. Effective immediately.

SCH CONSTRUCTION-JT AGREEMENT

Amends the School Construction Law. Defines "school district" to mean a school district or joint agreement. Provides that, for purposes only of determining a joint agreement's eligibility for an entity included in a school construction project grant or a school maintenance project grant, a joint agreement shall be deemed eligible if one or more of its member school districts satisfy the grant index criteria. Provides that the amount of a school construction project grant to an eligible joint agreement shall be determined on a case-by-case basis, based on the needs of the joint agreement in its entirety (instead of using the grant index to calculate the amount). Effective immediately.
