Amends the Criminal Code of 1961. Provides that kidnaping, assault, battery, robbery, or arson committed by a gang member is enhanced to an aggravated kidnaping, aggravated assault, aggravated battery, aggravated robbery, or aggravated arson.

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.

Amends the Illinois Vehicle Code. Modifies the definition of a neighborhood vehicle. Effective immediately.
Amends the Family Military Leave Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning legislative intent in connection with public assistance fraud.
Amends the Sex Offense Victim Polygraph Act. Provides that a law enforcement officer, State's Attorney or other official shall not ask or require an alleged victim of criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, criminal sexual abuse, or aggravated criminal sexual abuse to submit to a polygraph examination or any form of a mechanical or electrical lie detector test (rather than as a condition for proceeding with the investigation, charging or prosecution of such offense when the test is administered to the victim solely at the victim's request).
Amends the Local Governmental Acceptance of Credit Cards Act. Makes a technical change in a Section concerning liability of local governmental employees.
Amends the Code of Civil Procedure. Makes a technical change in provisions concerning exemption of homesteads from enforcement of judgments.
Amends the Hospital Licensing Act. Requires hospitals to provide, free of charge, information and instructional materials regarding sudden infant death syndrome (SIDS), explaining the medical effects upon infants and young children and emphasizing measures that may reduce the risk. Provides that such information and materials shall be provided to parents or legal guardians of each newborn, upon discharge from the hospital, and that prior to discharge, a nurse or appropriate staff person shall review the proffered materials with the infant's parents or legal guardian and shall discuss best practices to reduce the incidence of SIDS as recommended by the American Academy of Pediatrics.
