Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Director of the Illinois Department of Public Health shall develop a working group to advise the Department on Primary Stroke Center Systems; that this work group shall have representation from the following groups: EMS Medical Directors; hospital administrators; neurologists from accredited Primary Stroke Centers; EMS Coordinators; stroke advocates; fire chiefs in Illinois; private ambulance providers; and a representative from the State Emergency Medical Services Advisory Council; and that this group shall also develop and submit a statewide stroke assessment tool to the Department for final approval, a copy of which shall be disseminated to all EMS Systems for adoption no later than January 15, 2011. Effective immediately.

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In connection with the pharmaceutical assistance program under the Act, provides that to become a beneficiary under the program, a person must have a maximum household income equal to or less than 239% of the Federal Poverty Level (instead of less than specified amounts or equal to or less than 200% of the Federal Poverty Level. Provides for 4 (instead of 5) Eligibility Groups (eliminates current Eligibility Group 3). For persons in the Eligibility Group consisting of persons who have a diagnosis of HIV or AIDS, provides for an alternative co-payment according to whether or not a drug is covered by the Medicare Part D Prescription Drug Plan in which the beneficiary is enrolled (in addition to whether or not the drug is included in the formulary of the Illinois AIDS Drug Assistance Program operated by the Illinois Department of Public Health). Makes changes in the definitions of "covered prescription drug" for each Eligibility Group. Makes other changes. Effective immediately.
Amends the Bill of Rights for Children. Provides that if a petition is filed under the Juvenile Court Act of 1987 alleging that a minor is an abused, neglected, or dependent minor, the person filing the petition shall inform the minor, if capable of understanding, and his or her parents or custodian that the court will appoint a guardian ad litem to protect the minor's interests if the minor is alleged to be an abused or neglected child or is alleged to be the victim of a sex offense and that charges have been filed against a defendant in court and that such minor is the alleged victim of the acts of the defendant in the commission of such offense. Provides that the person filing the petition shall inform the minor, if capable of understanding, and his or her parents or custodian, that the court may appoint a guardian ad litem if there may be a conflict of interest between the minor and his or her parents or other custodian or that it is in the minor's best interest that such guardian ad litem be appointed.
Urges the United States Army Corps of Engineers to seek alternatives to the closure of the Chicago Area Waterway systems of locks and canals that would not impede commerce.
Amends the School Code. With respect to the School Safety and Educational Improvement Block Grant Program, provides that "school district" includes a Type 40 area vocational center or State-designated facility that is jointly owned and operated by member school districts. Effective July 1, 2009.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the States Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Election Code. Requires an election authority to designate at least one early voting permanent polling place. Specifies that an election authority's primary office is a permanent early voting polling place unless the authority designates another. Requires that an early voting permanent polling place be open from 8:30 a.m. to 4:30 p.m. or 9:00 a.m. to 5:00 p.m. on the final Saturday and Sunday of the early voting period.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Changes the offense of criminal street gang recruitment on school grounds or public property adjacent to school grounds to criminal street gang recruitment on school grounds, public property adjacent to school grounds, or park district property. Eliminates from the elements of the offense that the person must threaten the use of physical force. Provides that criminal street gang recruitment on school grounds, public property adjacent to school grounds, or park district property is a Class 2 felony if the person did not threaten the use of physical force during the commission of the offense and a Class 1 felony if the person threatened the use of physical force during the commission of the offense.
Amends the Property Tax Code. Provides that if, in order to qualify for a property-tax exemption, the taxpayer must have an income that is at or below a certain amount, then, for the purposes of that exemption, the term "income" does not include any Social Security benefit unless expressly stated otherwise. Effective immediately.
