SPORTS FACILITIES-KANE CNTY

Creates the Kane County Sports Facilities Authority Act. Creates the Kane County Sports Facilities Authority. Authorizes the Authority to make loans for the purpose of acquiring, constructing, maintaining, or rehabilitating sports facilities in Kane County. Provides procedures for the Authority to issue bonds. Provides that the Authority may impose an occupation tax upon all persons engaged in the business of renting, leasing, or letting rooms in a hotel if approved by ordinance of the affected municipality. Amends the Downstate Illinois Sports Facilities Authority Act to exclude Kane County from its jurisdiction.

HUNTING-ACTIVE DUTY MILITARY

Amends the Wildlife Code. Provides that, if a person is currently serving on active-duty in the U.S. Armed Forces or Reserves and has a valid Firearm Owner's Identification Card, or the equivalent from another state, then there is no fee for a hunting license. Requires verification of active-duty service.

INC TX-SCHOOL ATTENDANCE CR

Amends the Illinois Income Tax Act. Creates a $200 credit for individual taxpayers who have custody or control of a student with good school attendance during the preceding school year. Provides that the credit may be claimed only once with respect to any one student any taxable year. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

SCH CD-SCH COUNSELOR RATIO-PRG

Amends the School Code. Requires the State Board of Education to establish a 4-year pilot program in Aurora West Unit School District 129 and Aurora East Unit School District 131 to achieve a ratio of high school students to certified school counselors of 250 to 1. Allows the State Board to extend this pilot program to a school district in central or southern Illinois. Requires the State Board to work with the Illinois Association for College Admission Counseling and local counseling directors to compile statistics on the pilot program. Provides that the State Board shall report the statistics it has compiled and the State Board's findings and recommendations concerning the pilot program to the General Assembly 2 years after the pilot program has been established and 4 years after the pilot program has been established.

CD CORR-DNA SEX OFFENDER

Amends the Unified Code of Corrections. Provides that any person on the effective date of this amendatory Act incarcerated in a facility of the Illinois Department of Corrections for any sex offense, or a prior sex offense statute as defined in any former version of the Criminal Code of 1961, or any offense that was sexually motivated, shall submit a specimen of blood, saliva, or tissue by July 1, 2007 for immediate inclusion in the State Offender DNA Identification System. Provides that after July 1, 2007, every person convicted of a sex offense, or a prior sex offense statute as defined in any former version of the Criminal Code of 1961, or any offense which at the time of sentencing the court finds to be sexually motivated shall within 45 days of his or her placement in a facility of the Illinois Department of Corrections submit a sample of blood, saliva, or tissue for immediate inclusion in the State Offender DNA Identification System. Effective immediately.

JUV CT-TERMINATE PARENT RIGHTS

Amends the Juvenile Court Act of 1987. Provides that if the court determines that the parent, legal guardian, or custodian of a minor has been convicted 2 or more times for the offense of participation in methamphetamine manufacturing, the court shall automatically terminate such parent, legal guardian, or custodian's rights in relation to the minor and place the minor with a suitable relative or other person or commit the minor to an agency for care or placement.
