Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.

Amends the Illinois Public Aid Code. Requires that the Department of Human Services cover the following families under the child care assistance program: (1) families in which a parent is a member of the United States Armed Forces and on active duty or is a member of the Armed Forces Reserve or the Illinois National Guard and has been placed on active duty status; and (2) families in which a parent was injured or killed while a member of the United States Armed Forces on active duty or while a member of the Armed Forces Reserve or the Illinois National Guard and on active duty status.
Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for controlled substance trafficking, cannabis trafficking, or a gang-related felony shall receive no more than 4.5 days of good conduct credit for each month of his or her sentence of imprisonment. Effective January 1, 2008.
Appropriates $2,600,000 from the General Revenue Fund to the Department of Public Health for grants to the Metropolitan Chicago Hospital Council for support of the Illinois Poison Center. Effective July 1, 2008.
Amends the Illinois Cooperative Work Study Program Act. Provides that grants to institutions of higher education under the Act shall support work experiences for students in academic program priority areas that address critical workforce skills shortages, including without limitation science, technology, engineering, mathematics, health, nursing, education, and other academic program priority areas as determined annually by the Board of Higher Education (now, the Board is required to assure that a representative number of the grants support cooperative work study programs that support work experiences for students in academic programs of engineering, science, math, and education). Effective July 1, 2008.
Amends the Grain Code. With respect to warehouse receipts in electronic form, provides that "electronically" includes facsimile, electronic file, and e-mail.
Amends the Carrier, Racing, Hobby, and Show Pigeon Act of 1993. Provides that a municipality with fewer than 140,000 inhabitants (instead of a municipality located in a county with fewer than 3,000,000 inhabitants) shall not enact an ordinance which prohibits the orderly keeping of carrier pigeons, hobby, or show pigeons. Effective immediately.
Amends the Property Tax Code. Requires each chief county assessment officer in counties with less than 3,000,000 inhabitants to provide to each residential taxpayer a Homestead Assessment Disclosure Document that contains certain disclosures concerning the assessed valuation of homestead property. Requires the Department of Revenue to annually review the disclosures to ensure that they are accurate and that they comply with all applicable laws and rules concerning property valuations. Provides that, if a taxpayer files a complaint before a board of review, then, within 5 days after the complaint is filed, the board of review must provide the taxpayer with a detailed description of the rules and procedures for hearings before the board. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Board of Higher Education Act. Provides that, beginning with the 2008-2009 academic year, the minimum admission standards established by the Board of Higher Education for public community colleges and universities must provide for a preference for persons who were engaged in the active military or naval service of the United States for a period of at least one year and who were honorably discharged and for persons who were engaged in such military or naval service who are currently or may thereafter be on inactive or reserve duty in such military or naval service, not including, however, persons who were convicted by court-martial of disobedience of orders.
Amends the Illinois Plumbing License Law. Sets forth criminal and civil penalties for the failure to install a backflow prevention device in violation of the Illinois Plumbing Code. Creates a private right of action. Allows for injunctive relief and the granting of treble damages in certain cases involving such failure.
