Amends the Criminal Code of 1961 relating to the offense of unlawful contact with streetgang members. Provides that a person convicted of a third or subsequent violation of the offense is guilty of a Class 4 felony.

Amends the Criminal Code of 1961. Provides that it is unlawful for any governing body, State agency, county government, local municipality, or institute of higher learning that employs peace officers to prohibit a peace officer from carrying a firearm in the performance of his or her duties, unless the peace officer fails to qualify with the firearm, is declared unfit for duty, and is unable to be armed.
Creates the Office of Gang and Youth Violence Policy Act. Establishes the Office within the Department of Juvenile Justice. Provides that the Office is responsible for coordinating and assisting various persons and entities with strategies to prevent violence and gang involvement. Creates the positions of Director and Chief Deputy Director of the Office. Provides for establishing an Internet website. Requires the Office to submit a report to the General Assembly and Governor on or before March 1, 2010, containing recommendations and other information. Effective immediately.
Appropriates $2,600,000 from the General Revenue Fund to the Department of Public Health for the purpose of making grants to the Metropolitan Chicago Hospital Council for support of the Illinois Poison Center. Effective July 1, 2007.
Amends the School Code. Provides that a General Assembly scholarship may be used at a public community college, not just a State university. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2007.
Amends the Open Meetings Act. Makes a technical change in a Section concerning definitions.
Amends the Code of Criminal Procedure of 1963. Provides that the court may not grant bail to a person who is charged with first degree murder in which the victim of the offense was under 18 years of age at the time of the commission of the offense and the victim was murdered in the course of gang-related activity.
Creates the Illinois Financial Information Privacy Act. Allows a consumer to direct a financial institution to not share the nonpublic personal information with affiliated companies or with nonaffiliated financial companies with which the financial institution has contracted to provide financial products and services. Does not restrict or prohibit the sharing of nonpublic personal information between a financial institution and its wholly owned financial institution subsidiaries or in certain other cases if both entities are regulated by the same functional regulator and are engaged in the same line of business, among other requirements. Requires the permission of the consumer before the financial institution may share the nonpublic personal information with other nonaffiliated companies. Provides that a financial institution shall not discriminate against or deny an otherwise qualified consumer a financial product or service because the consumer has not provided the necessary consent that would authorize the financial institution to disclose or share nonpublic personal information. Requires a financial institution to comply with the consumer's request regarding nonpublic personal information within 45 days of receipt of the request.
Amends the School Code. Allows school boards to award high school diplomas to honorably discharged veterans who served in the armed forces of the United States during the Vietnam Conflict.
Urges the Federal Communications Commission to maintain current funding for VRS programs.
