Amends the School Code. Subject to funding by the State Board of Education, provides that a school board shall require a school to provide recordings for its blind and dyslexic students. Requires the State Board to provide funding to school districts for the provision of recordings for blind and dyslexic students. Effective immediately.

Makes a supplemental appropriation of $358,800 from the General Revenue Fund to the Illinois Educational Labor Relations Board for personal services, agency-funded retirement and social security obligations, and other budgetary lines. Effective immediately.
Amends the River Edge Redevelopment Zone Act. Provides that a public utility may receive a deduction against income subject to State taxes for (i) a contribution to a designated zone organization for costs of installing, replacing, modifying, removing, improving, or maintaining any substation facility located within the River Edge Redevelopment Zone or (ii) the costs incurred by the public utility of installing, replacing, modifying, improving, or maintaining any substation facility located within the River Edge Redevelopment Zone if the project for which the costs are incurred has been specifically approved by the designating municipality and by the Department of Commerce and Economic Opportunity. Contains other provisions. Effective immediately.
Amends the Environmental Protection Act. Provides that the cross-connection control rules administered by the Agency, under title 35 of the Illinois Administrative Code, as well as any Cross-connection Control Program ordinances, tariffs, required conditions for service, plans, or other regulatory programs established under that authority shall continue but must be amended, within 180 days after the effective date, to the extent necessary to conform with the requirements of this Act. Requires each unit of local government, including each home rule unit, in which potable water is made available to consumers through a community or non-community public water supply system to adopt an active Cross-connection Control Program consisting of certain elements. Establishes reporting and educational requirements. Requires units of local government, including home rule units, to enforce Cross-connection Control Program violations. Authorizes units of local government, including home rule units, to collect charges for certain violations. Limits the power of home rule units to implement or administer its Cross-connection Control Program in a manner inconsistent with the requirements of this Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends Public Act 96-46 to remove an appropriation of $2,700,000 from the State Board of Education Federal Department of Education Fund to the State Board of Education for the fiscal year beginning July 1, 2009, to be used by the State Board exclusively for the Longitudinal Data Systems Project and not, under any circumstances, for personal services expenditures or other operational or administrative costs. Appropriates $2,700,000 from the Federal Department of Education Fund to the State Board of Education for the payment of ordinary and contingent expenses related to the Longitudinal Data System. Effective immediately.
Amends the Radon Industry Licensing Act. Makes a technical change to the Section concerning the short title of the Act.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that for purposes of determining the amount of child support that should be paid, an additional deduction from "net income" is allowed for military allowances, special pays, and allowance pays that are issued, disbursed, granted, or otherwise paid pursuant to specified federal statutes. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. In a provision concerning the meaning of "redevelopment project costs", includes the costs of day care services for children of employees from low-income families working for businesses located within a redevelopment project area that is located within a municipality with a population of more than 10,000 (now, 100,000). Makes revisory changes. Contains a non-acceleration clause. Effective immediately.
Amends the River Edge Redevelopment Zone Act. Provides that a public utility may receive a deduction against income subject to State taxes for a contribution to a designated zone organization for costs of installing, replacing, modifying, removing, improving, or maintaining any substation facility located within the River Edge Redevelopment Zone if the project for which the contribution is made has been specifically approved by the designating municipality and by the Department of Commerce and Economic Opportunity. Provides that a public utility may amortize the cost of installing, replacing, modifying, improving, removing, or maintaining its facilities located within the River Edge Redevelopment Zone across all customers in the State if the project for which the contribution is made has been specifically approved by the designating municipality and by the Department of Commerce and Economic Opportunity.
Amends the Illinois Vehicle Code. Deletes language requiring the payment of fees, in addition to the to the applicable registration fee, for Korean War Veteran, U.S. Veteran, Vietnam Veteran, World War II Veteran, Army Combat Veteran, and U.S. Army Veteran special license plates.
