Amends the Higher Education Loan Act. Makes a technical change in a Section concerning aiding an Authority Education Loan financing program.

Amends the School Code. Extends the time period during which a school district other than the Chicago school district may transfer moneys from specified funds for any purpose from June 30, 2010 to June 30, 2013. Effective immediately.
Amends the Intergovernmental Cooperation Act. Makes a technical change in a Section defining terms under the Act.
Amends the Public Utilities Act. Provides that a utility that is regulated by the Illinois Commerce Commission that owns power stations or substations located within 200 feet of a lake, river, or stream in the State must file a report with the Commission by June 30, 2011 reporting any possible contamination resulting from the substation in nearby soil and water. Provides that if the utility has already completed a full environmental report on that property within the last 5 years, then that private report must be made available for public viewing by July 28, 2011. Provides that if no environmental report has been completed, then the utility has until August 30, 2011 to conduct and complete a full environmental survey of the property. Provides that the environmental study shall be filed with the Commission and shall include all data from the soil and water samples performed by the utility. Provides that the Illinois Environmental Protection Agency must review all surveys by November 30, 2010. Effective immediately.
Creates the Education Emergency Budget Implementation Act of 2009. Amends the Illinois Administrative Procedure Act to authorize emergency rulemaking that is not subject to complete JCAR oversight and to suspend rules while duties under a statute are suspended. Amends the School Code. Provides that provisions concerning the state goals and assessment of students are subject to appropriation. Provides that the administration of a program concerning agriculture education shall be subject to appropriation. Provides that the State Board of Education shall maintain or contract, subject to appropriation, for an educational materials coordinating unit for children with disabilities to provide specified services. Provides that the loan of specified secular textbooks by the State Board of Education shall be subject to appropriation. Repeals the State Facilities Closure Act. Contains a severability clause. Effective immediately.
Amends the Children and Family Services Act. Provides that if (i) a child is found to be an abused minor under the Juvenile Court Act of 1987, (ii) the perpetrator of the abuse was the child's parent, (iii) the parent was convicted of aggravated participation in methamphetamine manufacturing, and (iv) the child who has been found to be an abused minor was the child who resided or was present at the place where the methamphetamine was manufactured or was endangered by the manufacture of the methamphetamine, then the Department of Children and Family Services shall cause to be filed a petition seeking termination of the parent's parental rights. Amends the Juvenile Court Act of 1987 to provide that conviction of a person of aggravated participation in methamphetamine manufacturing under similar circumstances is an aggravating circumstance under which it may be appropriate to expedite termination of the person's parental rights. Amends the Adoption Act add similar provisions with respect to depravity as a ground of unfitness and with respect to the definition of "abused child". Imposes conditions on any rulemaking authority.
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois to provide that, if the Department determines that an overpayment has occurred on an original return filed under specified tax Acts, it shall issue a credit memorandum to the taxpayer without the necessity of the taxpayer filing a claim for credit. Amends Illinois State Collection Act of 1986 to remove provisions concerning the Debt Collection Board and makes conforming changes in the Illinois Procurement Code. Amends the Illinois Income Tax Act to (i) include a tax credit to a taxpayer who was required to add back insurance premiums in the amount equal to the amount of any reimbursement received from the insurance company for any loss covered by a policy for which those premiums were paid, to the extent of the federal income tax deduction that would have been allowable for the loss in computing adjusted gross income if not for the reimbursement, (ii) make changes concerning net losses, and (iii) make various administrative and technical changes. Amends the Motor Fuel Tax Law. Removes a requirement that retailers of motor fuel must report losses due to theft. Contains provisions concerning licensing of vehicles during disasters. Amends various Acts governing units of local governments to exempt the sale of modifications to a motor vehicle for the purpose of rendering it usable by a disabled person from certain taxes imposed by the units of local government. Makes other changes. Effective immediately.
Amends the Radiation Protection Act of 1990. Eliminates certain provisions authorizing the Illinois Emergency Management Agency to assess fees for the inspection and testing of radiation installations and radiation sources. Effective immediately.
Amends the Block Grants for Chicago Article of the School Code. Removes a provision that requires the educational services block grant to include the Bilingual Program. Effective July 1, 2010.
Appropriates $2,600,000 from the General Revenue Fund to the Department of Public Health for grants to the Illinois Poison Center. Effective July 1, 2009.
