Amends the Firearm Owners Identification Card Act and the Criminal Code of 1961. Provides that for the purposes of the exemptions from prosecution for the unlawful use of weapons, "enclosed in a case" or "enclosed in a suitable case" does not include the storage or transportation of a firearm in a glove box or center console of a motor vehicle.

Creates the Illinois Virtual School Act. Establishes the Illinois Virtual School as a statewide virtual school to serve Illinois students in kindergarten through grade 12 and Illinois teachers and other educators, to be funded through an annual State appropriation to meet the operation and capital needs of the Illinois Virtual School. Sets forth provisions concerning fees, accountability, online courses, access and equity, a Board of Trustees, the powers of the Board, and the transition from the existing State Board of Education program. Effective immediately.
Amends the River Edge Redevelopment Zone Act. Provides that a public utility may receive a deduction against income subject to State taxes for (i) a contribution to a designated zone organization for costs of installing, replacing, modifying, removing, improving, or maintaining any substation facility located within the River Edge Redevelopment Zone or (ii) the costs incurred by the public utility of installing, replacing, modifying, improving, or maintaining any substation facility located within the River Edge Redevelopment Zone if the project for which the costs are incurred has been specifically approved by the designating municipality and by the Department of Commerce and Economic Opportunity. Provides that a public utility shall recover the costs of installing, replacing, modifying, improving, removing, or maintaining its facilities located within the River Edge Redevelopment Zone across all customers in its service territory. Contains other provisions. Effective immediately.
Amends the Illinois Procurement Code. Of contracts awarded by the Illinois Department of Transportation, requires that (i) 3% be awarded to businesses owned by disabled veterans and (ii) 3% of subcontracts under those contracts be awarded to businesses owned by disabled veterans.
Declares the week of April 16-30, 2010 as Recording for the Blind and Dyslexic Week in the State of Illinois.
Appropriates $2,600,000 from the General Revenue Fund to the Department of Public Health for grants to the Illinois Poison Center. Effective July 1, 2010.
Amends the Criminal Code of 1961 relating to the offense of unlawful contact with streetgang members. Provides that a person convicted of a third or subsequent violation of the offense is guilty of a Class 4 felony.
Amends the Board of Higher Education Act. Provides that, beginning with the 2010-2011 academic year, the minimum admission standards established by the Board of Higher Education for public community colleges and universities must provide for a preference for persons who were engaged in the active military or naval service of the United States for a period of at least one year and who were honorably discharged and for persons who were engaged in such military or naval service who are currently or may thereafter be on inactive or reserve duty in such military or naval service, not including, however, persons who were convicted by court-martial of disobedience of orders.
Amends the Tax Increment Allocation Redevelopment Act. Provides that a municipality may use revenues received under this Act from one redevelopment project area for eligible costs in another redevelopment area that is (i) located in a municipality with a population of less than 15,000 and (ii) located within 1.5 miles from the redevelopment project area from which the revenues are received by the municipality. Effective immediately.
Designates the date of September 20, 2009 as "Aurora Latin American Club 50th Anniversary Day" in the State of Illinois and congratulates the members of the Aurora Latin American Club on the occasion of the club's 50th anniversary.
