Designates the date of June 25, 2010 as Korean War Remembrance Day in the State of Illinois and encourages all Illinois residents to remember and appreciate the brave men and women who served honorably and paid the ultimate price defending our freedom during the Korean War.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that for levy years 2010 through 2014, "aggregate extension" does not include extensions made for contributions to a pension fund established pursuant to the Illinois Pension Code to the extent that the contributions exceed the base rate for the fiscal year ending in 2009. Effective immediately.
Appropriates the amount of $29,100,000, or so much thereof as may be necessary, from the General Revenue Fund to the State Board of Education for the loan of secular textbooks listed for use by the State Board of Education free of charge to any student in the State who is enrolled in grades kindergarten through 12 at a public school or at a school other than a public school which is in compliance with the compulsory attendance laws of the State and Title VI of the Civil Rights Act of 1964. Effective immediately.
Amends the Swimming Facility Act. Changes the statement of purpose and changes and adds definitions. Changes and adds provisions regarding: licensing of a swimming facility; swimming facility contractor licenses; swimming facility designer licenses; permits for construction, development, installation, or major alteration of swimming facilities; license renewal; fees; rules; violations; civil and criminal penalties; hearings and determinations; facility closure; applicability; and other matters. Makes other changes. Effective immediately.
Creates the Illinois Virtual School Act. Establishes the Illinois Virtual School as a statewide virtual school to serve Illinois students in kindergarten through grade 12 and Illinois teachers and other educators, to be funded through an annual State appropriation to meet the operation and capital needs of the Illinois Virtual School. Sets forth provisions concerning fees, accountability, online courses, access and equity, a Board of Trustees, the powers of the Board, and the transition from the existing State Board of Education program. Effective immediately.
Creates the Office of Gang and Youth Violence Policy Act. Establishes the Office within the Department of Juvenile Justice. Provides that the Office is responsible for coordinating and assisting various persons and entities with strategies to prevent violence and gang involvement. Creates the positions of Director and Chief Deputy Director of the Office. Provides for establishing an Internet website. Requires the Office to submit a report to the General Assembly and Governor on or before March 1, 2010, containing recommendations and other information. Effective immediately.
Appropriates $5,040,000 from the General Revenue Fund to the Department of Human Services for a grant to Feeding Illinois to operate the Food for Families Program. Effective July 1, 2010.
Amends the Public Construction Bond Act concerning a cash bond or other surety from a builder or developer. Allows a county or municipality to require a cash bond or other surety (instead of the county or municipality being required to accept a letter of credit or other instrument issued by a financial institution). Eliminates a procedure whereby an engineer or architect may certify completion of a project and 60 days after notice the county or municipality must pay interest on any unrefunded bond. Eliminates the preemption of home rule powers. Effective immediately.
Amends the Public Utilities Act. Provides that a public utility may amortize the cost of installing, replacing, modifying, or maintaining its facilities across all customers in the State if the installation, removal, replacement, modification, or maintenance meets specified requirements. Effective immediately.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning the creation of the Board.
