Amends the Mental Health and Developmental Disabilities Code. Provides that a peace officer may take a minor into custody and transport the minor to a mental health facility when the peace officer has reasonable grounds (deletes that the officer's reasons must be the result of his or her personal observation) to believe that the minor is eligible for admission under the Code and is in a condition that immediate hospitalization is necessary in order to protect the minor or others from physical harm. Effective immediately.

Amends the Cannabis Control Act. Creates the offense of criminal cannabis conspiracy. Provides that a person commits the offense when, with the intent that an offense of knowing possession of more than 30 grams of cannabis, or the knowing manufacture, delivery, or possession with the intent to manufacture or deliver more than 10 grams of cannabis, or delivery of more than 2.5 grams of cannabis on school grounds or producing or possessing more than 5 cannabis sativa plants be committed, he or she agrees with another to the commission of that offense. Provides that a person may not be convicted of conspiracy to commit the offense unless an act in furtherance of the agreement is alleged and proved to have been committed by him or her or by a co-conspirator. Establishes penalties which are generally one penalty level higher than for the same offense under the General Conspiracy Statute. Effective immediately.

Recognizes DuPage County its successful efforts to streamline county government.
Amends the Title Insurance Act. Deletes language that sunsets a provision concerning disbursement of settlement funds out of fiduciary trust accounts on January 1, 2015.
Amends the State Comptroller Act. Provides that all State payments to an entity from a payroll or retirement voluntary deduction must be made through direct deposit. Authorizes the State Comptroller to charge a fee if an entity receives a payment from a payroll or retirement voluntary deduction without using direct deposit. Requires any new entities that receive a payroll or retirement voluntary deduction to sign up for direct deposit during the application process. Further provides that the detail information associated with a State payment to an entity from a payroll or retirement voluntary deduction must be retrieved by the entity from the Comptroller's designated Internet website or an electronic alternative approved by the Comptroller. Authorizes the Comptroller to charge a processing fee if the entity requires the Comptroller to mail the detail information to it. Requires the Comptroller to provide reasonable notice to all entities impacted by these requirement. Amends the Illinois State Collection Act of 1986. Provides that if a State university withholds moneys from a university-funded payroll for a debt, the university may also withhold certain processing charges that must be remitted to the Office of the Comptroller in a timely manner. Effective immediately.
Amends the Criminal Code of 2012. Imposes an assessment for various human trafficking offenses be collected and distributed in accordance with the Specialized Services for Survivors of Human Trafficking Fund. Amends the Code of Criminal Procedure of 1963. Makes changes concerning forfeiture for individuals convicted of keeping a place of prostitution. Modifies the allocation percentages of moneys and sale proceeds forfeited by individuals convicted of involuntary servitude and trafficking of persons. Amends the Illinois Vehicle Code. Provides that the Secretary may issue special registration plates designated as "Support Survivors of Human Trafficking" license plates. Sets forth registration and fee requirements.
Amends the Transportation Article of the School Code. Provides that any 2 or more school districts that share the same boundaries may combine transportation activities to achieve savings to these school districts as well as this State. Provides that for any school districts electing to combine such transportation, the State Board of Education shall reimburse the school districts in an amount in addition to any other transportation reimbursement or other moneys owed to the school districts. Sets forth provisions concerning calculating the reimbursement, dividing the reimbursement, entering into contracts, and applying for reimbursement. Effective July 1, 2014.
Creates the Governmental Officer Online Accessibility Act. Provides that every unit of local government and school district that maintains an electronic mail system and an Internet website shall: (1) provide an electronic mail address for the use of each of its elected officials, including board members, and appointed officers, to be used in the course of their official duties; and (2) provide a means for the public to transmit correspondence directly by electronic mail to each elected and appointed official, including board members, through its official website.
