Urges the members of this body to cease their efforts to pass Senate Bill 16 to make certain that all aspects of the Senate Education Funding Advisory Committee report are analyzed and discussed thoroughly and publicly by all members of the General Assembly, taxpayers, parents, and the education community.

Creates the Board of Legislative Repealers Act. Establishes the Board of Legislative Repealers. Directs the Board, among other things, to determine instances in which State laws and rules are unreasonable, unduly burdensome, duplicative, onerous, in conflict, or unconstitutional, to create a system for receiving public comments, and to recommend changes in the law that it deems necessary to modify or eliminate antiquated and inequitable rules of law and to bring the law of the State into harmony with modern conditions. Authorizes the Board to set a schedule to make the investigations required by the Act and to adopt rules establishing the criteria to be used to determine whether a State law, rule, or other governing instrument is unreasonable, unduly burdensome, duplicative, or onerous, or conflicts with another law, rule, or governing instrument. Amends the Legislative Commission Reorganization Act of 1984 and the Legislative Reference Bureau Act. Requires the staff of the Legislative Reference Bureau and the Legislative Research Unit to cooperate to provide administrative support to the Board. Authorizes the Board to adopt any rules that are necessary to implement the requirements of the Act. Effective July 1, 2015.
Amends the Workplace Violence Prevention Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Human Rights Act. In a provision making it a civil rights violation to engage in sexual harassment, provides that managerial and supervisory employees include only those employees who have authority to effect a significant change in the employment status of the alleged victim, such as by hiring, firing, failing to promote, reassigning with significantly different responsibilities, or making a decision causing a significant change in benefits.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, if the total equalized assessed value of all taxable property in the taxing district for the current levy year (excluding new property, recovered tax increment value, and property that is annexed to or disconnected from the taxing district in the current levy year) is less than the total equalized assessed value of all taxable property in the taxing district for the previous levy year, then the extension limitation is (a) 0% or (b) the rate of increase approved by voters (instead of the lesser of 5% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year or (b) the rate of increase approved by voters). Provides that a referendum to increase the extension limitation may not be conducted at a general primary or a consolidated primary election. Provides that certain supplemental information must be provided on the referendum ballot. Effective immediately.
Amends the Real Estate Appraiser Licensing Act of 2002. Provides that a license is not required under the Act to perform valuations if the valuations are performed by an employee of a municipality and meets other specified conditions. Effective immediately.
Amends the Firearm Owners Identification Card Act. Provides that a unit of local government, including a home rule unit, may not impose any tax, fee, or other assessment other than the normal sales tax rate for goods, on any firearms, firearm attachments, or firearm ammunition. Provides that the provisions of any ordinance or resolution on or after the effective date of the amendatory Act by any county government that imposes any tax, fee, or other assessment other than the normal sales tax rate for goods are invalid and all those existing ordinances and resolutions are void. Effective immediately.
Amends the Illinois Controlled Substances Act. Provides that in determining the appropriate sentence for a conviction under the Act, the sentencing court may consider as a factor the transportation of controlled substances from one county in this State into another county in this State or from one state into this State. Effective immediately.
Amends the Public Funds Investment Act. Provides that a financial institution shall not be required to provide a product or service that it does not already provide. Effective immediately.
Amends the Election Code. Provides that the offices of elected members of school boards, school trustees, directors of boards of school directors, trustees of county boards of school trustees, members of boards of school inspectors, and members of school boards in school districts that adopt Article 33 of the School Code shall be filled or shall be on the ballot at the general election in the appropriate even-numbered years (now, at the consolidated election in the appropriate odd-numbered years). Provides that, for elections on and after June 1, 2014, a member of a Board of School Directors, a member of an elected Board of Education, a member of a Board of School Inspectors, a trustee of a Regional Board of School Trustees, or a trustee of schools, as the case may be, shall be elected at the general election that immediately precedes the expiration of the term of any incumbent member, to succeed each incumbent member whose term ends before the following general election. Provides that the term of an incumbent of any of those offices serving on the effective date of this amendatory Act is extended to the first Monday in the first month following the next general election after the date that his or her term would have expired had this amendatory Act not been enacted, and the term of the successor in office shall commence on that first Monday. Makes other changes. Amends the School Code to make changes conforming to the changes to the time of election of members of school boards made by this amendatory Act. Effective June 1, 2014.
