SCH CD-ELIMINATE GA SCHOLRSHP

Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.

DESIGNATIONS-STATE TARTAN

CRIM CD-USE OF RECORDED SOUND

Amends the Section of the Criminal Code of 1961 creating the offense of unlawful use of recorded sounds or images. Provides that, with respect to sound recordings (other than from the sound track of a motion picture or other audiovisual work), the Section applies only to sound recordings that were initially recorded before February 15, 1972.

CHILD MURDERER REGISTRATION

Amends the Child Murderer and Violent Offender Against Youth Registration Act. Includes, in the definition of "violent offense against youth", aggravated battery with a firearm, aggravated battery with a machine gun, and home invasion. Provides that "violent offense against youth" does not include an adjudication or conviction for domestic battery when the defendant was less than 18 years of age. Provides that for the purposes of the registration requirements imposed by the Act, "violent offense against youth" does not include a misdemeanor offense added by Public Act 96-1294 when the conviction occurred prior to July 26, 2010 (the effective date of Public Act 96-1294).

SAFE HAVEN-INFANTS-POLICE DEPT

Amends the Abandoned Newborn Infant Protection Act. Expands the definition of the term "police station" to include a campus police department located on any college or university owned or controlled by the State or any private college or private university that is not owned or controlled by the State.

INS-CANCER-DRUG-CLINIC TRIAL

Amends the Illinois Insurance Code. Provides that accident and health insurance policies that provide coverage for prescribed orally-administered cancer medications and intravenously administered or injected cancer medications shall ensure that the applicable financial requirements and treatment limitations are no more restrictive than the financial requirements and treatment limitations applied to intravenously administered or injected cancer medications that are covered by the policy. Provides that an insurer cannot achieve compliance with the coverage mandate by increasing financial requirements or imposing more restrictive treatment limitations on prescribed orally-administered cancer medications or intravenously administered or injected cancer medications covered under the policy. Effective immediately.

FOID-MUNI REG-RIFLES/SHOTGUNS

Amends the Firearm Owners Identification Card Act. Provides that the regulation of the acquisition, possession, transportation, storage, purchase, selling, and dealing in rifles and shotguns legally purchased or possessed under federal and State law and their ammunition, components, accessories, and accoutrements is an exclusive State power and function and may not be exercised by units of local government, including home rule units. Provides that the regulation by units of local government, including home rule units, of gun shows and firearm sales to gun club members is limited to imposing licensing fees and occupation and use taxes that are the same for other sporting goods businesses.
