LOCAL GOVT DEBT-COST EFFECTIVE

Amends the Local Government Debt Reform Act. Provides that, whenever a governmental unit has been granted the power to issue bonds, the governmental unit may incur debt only if that the governmental unit first makes a finding that the particular instrument of indebtedness selected is the most cost-effective means or is otherwise the most appropriate method for the particular purpose for which the funds are to be used.

VEH CD-LOCGOV: TOWING FEES

Amends the Illinois Vehicle Code. Provides that nothing in the Section concerning administrative fees and procedures for impounding vehicles for specified violations limits home rule powers or preempts the authority of a home rule unit to adopt regulations concerning administrative fees and procedures for impounding vehicles.

HUMAN RTS-REAL ESTATE-REPORTS

Amends the Illinois Human Rights Act. Provides that the Department of Human Rights shall file a report each year with the General Assembly concerning charges under the Real Estate Transactions Article of the Act, including charges referred to the Department by the Department of Housing and Urban Development with subject matter pertaining to that Article, containing the number of charges pending on December 31 of the preceding calendar year and the number of charges concluded during the preceding calendar year, and a categorization of the pending and closed charges according to the length of time they have been pending or were pending before their conclusion.

HUMAN RTS-COURT-CLOSE FILE

Amends provisions of the Illinois Human Rights Act concerning hearings on complaints before the Human Rights Commission involving the Real Estate Transactions Article of the Act. Provides that, if a civil action is filed by or on behalf of the aggrieved party under federal or State law, the Commission shall act no further on the complaint and shall administratively close the file on the complaint.

UTILTY-ELECTRIC VEHICLE-CHARGE

Amends the Public Utilities Act. Provides that an entity that owns or operates a facility that furnishes or sells electricity to the public for the purpose of charging electric vehicles is not and shall not be deemed a public utility or an alternative retail electric supplier. Provides that if, however, the entity that owns or operates such a facility is otherwise deemed a public utility or an alternative retail electric supplier under the Act, or is otherwise subject to regulation under the Act, then that entity is not exempt from and remains subject to the otherwise applicable provisions of the Act. Effective immediately.

CIV PRO-PERSONAL PROP EXEMPT

Amends the Code of Civil Procedure. In provisions exempting designated items of personal property, adds a revocable or irrevocable trust which names the wife or husband of the insured or which names a child, parent, or other person dependent upon the insured as the primary beneficiary of the trust. Effective July 1, 2012.

VEH CD-TRAUMA PROGRAMS-RAIL

Amends the Illinois Vehicle Code. Provides that a Section concerning accident counseling shall apply to Class I and Class II (instead of only Class I) rail carriers. Provides that each Class I and Class II rail carrier must review and update its accident counseling or trauma program filing on an annual basis. Provides that programs may be filed either by mail or electronically via an email address designated by the Illinois Commerce Commission. Effective immediately.
