Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to establish the Abortion Access Fund Grant Program to award grants from the Abortion Access Fund to support access to abortion care services throughout the State. Provides that grants awarded under the Program shall only be used to fund abortion services for which the use of federal funds is prohibited for patients who are uninsured or underinsured with respect to those services. Allows the Department to establish rules necessary to implement the Abortion Access Fund Grant Program, including eligibility criteria, grant limits, application standards, requirements for the distribution and obligation of grant funds, accounting for the use of the funds, and standards for monitoring compliance with the requirements of the Program. Amends the State Finance Act to create the Abortion Access Fund as a special fund in the State treasury. Amends the Illinois Health Benefits Exchange Law. Requires specified health insurance issuers that have offered one or more qualified health plans through the Illinois Health Benefits Exchange to report to the Department of Insurance an accounting of receipts, disbursements, transfers of funds between accounts, total dollar claims paid, accrued interest, and the year-end balance for each reporting year for the separate allocation accounts that the issuer has established under specified provisions of federal law for abortion services for which federal funding is prohibited. Establishes further reporting requirements for health insurance issuers. Provides that, if the amount of premiums collected during the plan year for abortion services for which federal funding is prohibited exceeds total claims paid for such services rendered during the plan year, the Director of Insurance shall order the health insurance issuer to transfer funds, and the issuer shall complete the transfer, to the Abortion Access Fund. Makes other changes. Effective immediately.

Amends the Illinois TRUST Act. Provides that law enforcement may not: (i) retain information regarding the citizenship or immigration status or place of birth of any individual; (ii) give any immigration agent access, including by telephone or other communication medium (rather than only including by telephone), to any individual who is in that agency's custody; (iii) permit immigration agents' use of agency facilities or equipment, including any agency electronic databases not available to the public (rather than permit immigration agents use of agency facilities or equipment, including any agency electronic databases not available to the public, for investigative interviews or other investigative or immigration enforcement purpose); or (iv) provide information to any immigration agent regarding any individual in the agency's custody (rather than provide information in response to any immigration agent's inquiry or request for information regarding any individual in the agency's custody). Provides that law enforcement may not enter into or maintain any agreement regarding direct access to any electronic database or other data-sharing platform maintained by a law enforcement agency, or otherwise provide such direct access to a federal entity enforcing civil immigration law or any third parties unless such third parties certify that the information will not be used for civil immigration purposes or knowingly disseminated for any purpose related to civil immigration enforcement. Adds provisions from the Keep Illinois Families Together Act to the Illinois TRUST Act. Changes reporting requirements. Removes certain provisions from the legislative purpose. Changes definitions. Repeals the Keep Illinois Families Together Act. Effective immediately.
Amends the State Finance Act. Creates the Prison Education Fund. Provides that moneys in the Prison Education Fund shall be used by the Illinois Community College Board and Illinois Board of Higher Education to make grants to prison education programs that award associate degrees or bachelor's degrees to currently incarcerated students. Makes changes concerning the allocation of money from the Cannabis Regulation Fund. Provides that 0.5% of the moneys in the Cannabis Regulation Fund, after certain allocations have been made, shall be transferred from the Cannabis Regulation Fund to the Prison Education Fund.
Amends the Prevailing Wage Act. Restores certain provisions of the Act to the form in which they existed before Public Act 104-17 took effect. Provides that nothing in the Act prohibits the payment of wages and fringe benefits for work performed under the Act that is based upon the craft and the skill level of the laborers, mechanics, or other employees who perform the work if the wages and fringe benefits are established and are paid in accordance with a collective bargaining agreement or understanding between an employer or an employer association and a bona fide labor organization for work performed of a similar character in the locality in which the work is performed. Effective July 1, 2026.
Creates the Human Services Workforce Sustainability Act. Requires the Departments of Human Services, Children and Family Services, Juvenile Justice, and Public Health, and other specified State agencies, to complete, by June 30, 2027, a look-back calculation for each contracted human services organization that compares the funding amount awarded to the human services organization in State fiscal years 2026 and 2021 in order to identify the percentage change in funding, if any, to the human services organization between those fiscal years. Provides that based on the look-back calculations, each State agency shall identify the total aggregate amount of additional appropriations needed to ensure that grant amounts awarded by the State agency in State Fiscal Year 2028 are at least 25% more than the grant amounts awarded to grantees in State Fiscal Year 2021. Contains provisions concerning implementation of increased grant funding, subject to appropriation; additional percentage increases in grants amounts beginning in State Fiscal Year 2029; expenditure and certification requirements on contracted human services organizations that receive increased grant funding; oversight by the Department of Central Management Services; the adoption of administrative rules; and other matters. Effective July 1, 2026.
Amends the Illinois Vehicle Code. Provides that an individual operating a bicycle approaching a stop sign may proceed through the intersection without stopping if the individual slows to a reasonable speed and the individual yields the right-of-way to pedestrians and traffic. Sets forth exemptions.
Amends the Park District Code. Provides that no candidate for the office of park commissioner in any General Park District shall be required to file more than 300 petition signatures from qualified voters of the district.
Amends the Environmental Protection Act. Provides that, on and after January 1, 2030, no person shall sell or offer for sale in the State a new washing machine for residential, commercial, or State use unless the washing machine: (1) contains a microfiber filtration system with a mesh size of not greater than 100 micrometers; and (2) bears a conspicuous label that is visible to the consumer, in the form of a sticker or any other label type, that includes a specified statement. Provides that a person or entity who violates this prohibition shall be liable for a civil penalty not to exceed $10,000 for a first violation and not to exceed $30,000 for each subsequent violation.
Amends the Illinois Vehicle Code. Prohibits a person from operating or causing to be operated on a highway in the course of the person's employment a vehicle owned by the person's employer: (1) with a cargo area loaded with construction material, when any portion of the load is falling, sifting, blowing, dropping or in any way escaping from the vehicle; or (2) with a tailgate transporting construction material unless the tailgate on the vehicle is in good working repair, good operating condition, and closes securely, with a cover or tarpaulin of sufficient size attached, so as to prevent any load, residue, or other material from escaping. Provides that if another person's vehicle is damaged due to a violation of the provision, the owner of the vehicle involved in the violation shall be responsible for compensating the other person in an amount equal to the amount needed to repair the other person's vehicle.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that if parent files a relocation petition seeking to move the child and submits a sworn statement with documentation stating the parent's lawful status expires within 180 days and there is an inability or difficulty renewing that parent's status substantially caused by the other parent's immigration-status coercion or withholding necessary documentation, then the court must set the relocation petition for hearing as soon as practicable but no less than 30 days from its filing. Defines "immigration-status coercion" as conduct by a parent intended to control or intimidate the other parent by: (1) withholding immigration documents needed to maintain lawful status; (2) refusing to provide information necessary to file or renew lawful status if that parent has unique access; or (3) threatening to report or cause reporting to immigration authorities. Amends the relocation provisions to incorporate immigration-status coercion as a criterion for the court to consider in a petition for relocation.
