Amends the Pharmacy Practice Act. Defines "large pharmacy chain" and "retail pharmacy". Provides that a large pharmacy chain operating in the State shall ensure that each of the large pharmacy chain's retail pharmacy locations maintains, at minimum, an inventory that is sufficient to cover the needs of existing patients for up to 14 days without needing to restock. Requires each retail pharmacy location to implement a predictive restocking practice to prevent or mitigate future inventory shortages. Provides that, if a patient attempts to fill a prescription that a retail pharmacy location does not have in stock, the retail pharmacy location shall provide timely mail-order fulfillment, up to and including overnight shipping, if necessary to provide a medication approved by the United States Food and Drug Administration in time to ensure no missed doses.

Creates the Protection of Neural Data Act. Requires any nonmedical person or organization using or facilitating neural devices to access individuals' neural data to publicly post all user agreements and privacy terms on their website and clearly disclose to individuals the health and safety risks associated with the device. Prohibits a covered entity from storing, retaining, or transferring an individual's neural data unless the individual consents. Requires that covered entities must delete all neural data in their possession and instruct all third party recipients to do the same within 30 days of an individual's retracting of consent. Authorizes the Attorney General and State's Attorneys to enforce the Act. Makes violation of this Act a Class 1 misdemeanor Creates a civil cause of action for violation and a presumption of at least $10,000 in damages for unauthorized transfer of neural data.

Amends the Garden Act. Changes the short title of the Act from the Garden Act to the Vegetable Garden and Backyard Chicken Protection Act. Provides that a person shall have the right to keep backyard chickens on the property where the person resides. Provides that municipalities may establish reasonable regulations governing backyard chickens, including, but not limited to, setbacks, sanitation requirements, enclosure standards, nuisance control requirements, predator-proofing requirements, and limitations on the number of hens that may be kept. Provides that municipalities may require notice to adjacent property owners regarding backyard chickens, if the notice does not require or solicit any form of neighbor consent as defined in this Act. Provides that no municipality may condition the cultivation of vegetable gardens or the keeping of backyard chickens on neighbor consent. Provides that nothing in the Act shall be construed to limit the authority of homeowners' associations, condominium associations, or properties subject to restrictive covenants to regulate or prohibit vegetable gardens or backyard chickens pursuant to the terms of those governing documents. Provides that landlord consent may be required for tenants seeking to keep backyard chickens. Limits the concurrent exercise of home rule powers. Provides for enforcement of the Act's requirements.

Prohibits health insurance issuers from specifying or describing personal sensitive health care information in any explanation of benefits, summary of payments, claims history, or any other communication or record relating to payment or coverage of services or procedures involving sensitive health care information for an insured member other than the insured subscriber, unless the insured member receiving the service or procedure clearly makes a request orally or in writing to not suppress information relating to sensitive health care. Grants the Department of Insurance rulemaking authority. Provides that the Department of Insurance, in collaboration with the Department of Public Health, shall develop and implement a plan to educate health care providers and consumers regarding the rights of insured members and the responsibilities of health insurance issuers to promote compliance with the stated requirements. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to establish the same requirements in the provisions of those Acts. Effective one year after becoming law.

Amends the Unified Code of Corrections. Provides that the sentence credit for various offenses in which the prisoner could receive no more than 7.5 days sentence credit for each month of his or her sentence of imprisonment shall be changed to one day of sentence credit for each day of his or her sentence of imprisonment. Provides that each day of sentence credit shall reduce by one day the prisoner's period of imprisonment or recommitment. Provides that the Department of Corrections and the Department of Juvenile Justice shall recalculate the release dates for sentences under this provision within 6 months after the effective date of the amendatory Act.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person shall not knowingly mail or send or cause to be mailed or sent a letter or postcard to a recipient in the State for the purpose of soliciting or inducing the recipient to borrow money, if the letter or postcard: (1) contains language that states or implies that any response by a consumer is required; or (2) resembles a check or tax document published and mailed by the Internal Revenue Service or the Department of Revenue. Provides that any letter or postcard mailed or sent to a recipient in the State for the purpose of soliciting or inducing the recipient to borrow money shall be sent in a white envelope or postcard and include specified disclosures. Provides that a violation of the provisions constitutes an unlawful practice within the meaning of the Act.

Amends the Construction Site Temporary Restroom Facility Act. Changes the Act's short title to the Construction Site Temporary Restroom Facility and Sanitary Conditions for Menstruation and Lactation Act. Repeals a provision which specifies that separate toileting facilities are not required for males and females if individual portable toilet facilities are used by an owner of a portable building or building under construction to provide access to a restroom. Provides that, if a woman or an individual who menstruates is present on a work site and there are 10 or more workers of any gender at the work site, then a separate toilet facility shall be provided at the work site and designated for use by women and individuals who menstruate. Requires the Department of Labor to adopt rules that govern construction safety standards, that apply only to employers in the construction industry, and that require employers in the construction industry to provide their workers who menstruate and are performing construction activities at a work site with minimum sanitary conditions and, upon request, to provide their workers who are lactating and are performing construction activities at a work site with reasonable accommodations necessary to express breast milk. Provides that, at multi-employer work sites, each employer is responsible for ensuring that facilities for their own workers are provided. Authorizes employees of construction sites to call the certified local public health agency to request an inspection of the construction site if noncompliance with the Act is suspected. Effective immediately.

Amends the Criminal Code of 2012. Provides that beginning January 1, 2027, all handgun ammunition that is manufactured, imported into the State for sale or personal use, kept for sale, offered or exposed for sale, sold, given, lent, or possessed shall be serialized. Provides that beginning January 1, 2027, any person who manufactures, causes to be manufactured, imports into the State for sale or personal use, keeps for sale, offers or exposes for sale, or who gives or lends any handgun ammunition that is not serialized is guilty of a Class A misdemeanor. Provides that beginning January 1, 2027, any person who possesses in any public place any handgun ammunition that is not serialized is guilty of a Class C misdemeanor. Provides exceptions. Provides that beginning January 1, 2027, the Illinois State Police shall maintain a centralized registry of all reports of handgun ammunition transactions reported to the Illinois State Police in a manner prescribed by the Illinois State Police. Provides that information in the registry, upon proper application for that information, shall be furnished to peace officers and authorized employees of the Illinois State Police or to the person listed in the registry as the owner of the particular handgun ammunition. Provides that the Illinois State Police shall adopt rules relating to the assessment and collection of end-user fees in an amount not to exceed 5 cents per round of handgun ammunition or per bullet, in which the accumulated fee amount may not exceed the cost to pay for the infrastructure, implementation, operational, enforcement, and future development costs of these provisions. Effective immediately.

Amends the Election Code. Removes the option for a county in which there is no city, village, or incorporated town with a board of election commissioners to establish a county board of election commissioners by ordinance of the county board. Provides that a vote of approval from 60% of the electors shall be required for the proposition to be approved.

Amends the Code of Civil Procedure. Creates a process for a petition for change of name on the basis of gender identity. Makes all of the proceedings and records confidential unless the petitioner waives otherwise. Makes limited exceptions to the confidentiality requirement. Creates a cause of action for knowingly violating the confidentiality provisions. Defines terms. Makes other changes.
