Designates the last day of February in 2013 and 2014 as Rare Disease Day in the State of Illinois.
Encourages the people of this State to help us in raising awareness of the importance of kick counting during pregnancy.
Amends the Code of Civil Procedure. Provides that if a lease contains the required notice, no additional termination notice or demand for possession is required to initiate a forcible entry and detainer action based on the use of the premises for criminal activity, however, a notice specifying the lease violations shall mailed to the lessee and posted on the premises. Provides that the office of the State's Attorney or the corporation counsel of the municipality in which the property is located shall give a written response within 3 days after receiving a lessor's request for the office to accept an assignment of the lessor's right to bring a forcible entry and detainer action. Provides that the owner or lessor remains liable for the court cost of the eviction and fees to the sheriff for execution of an order for possession (instead of liable for the cost of eviction) whether or not the right to bring the forcible entry and detainer action has been assigned. Deletes language stating that this provision shall not be construed to diminish the lessor's rights to terminate a lease for other lawful reasons or under the lease. Makes other changes.
Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may establish a database and require businesses located within the municipality to register with the municipality and be listed on the database. Provides that no registration fees shall be charged, and the database shall be a public record subject to The Freedom of Information Act. Further provides that a municipality may charge any business that fails to register a penalty of up to $200. Limits the concurrent exercise of home rule powers. Effective immediately.
Amends the State Revenue Sharing Act and the Illinois Income Tax Act. Provides that, from each income tax payment that the Department of Revenue receives, the Department must deposit certain amounts directly into the Local Government Distributive Fund (currently, the Department deposits the tax payment into the General Revenue Fund and the Treasurer then transfers a percentage of the net revenue to the Local Government Distributive Fund). Effective immediately.
Amends the Code of Civil Procedure. Provides that if a lessor has received written notification from a law enforcement agency of the use of the leased premises for the commission of an act that would constitute a felony or Class A misdemeanor, then the lessor has the right to terminate (instead of void) the lease. Adds, in forcible entry and detainer provisions concerning a notice to quit when there is a default as to a term in a lease, that it is not necessary to give more than 5 days' notice if the lessor is also providing notice of termination because the premises were used in a felony or Class A misdemeanor. Makes other changes. Effective immediately.
Amends the Code of Civil Procedure. In provisions concerning leased premises used in furtherance of a criminal offense, provides that a written lease shall contain language that the commission of any act by the lessee, occupant, household member of the lessee or occupant, or guest of the lessee or occupant that would constitute a felony or Class A misdemeanor shall give the owner or lessor the right to void the lease and recover possession of the leased premises. Provides that under specified circumstances, an owner or lessor may assign to the State's Attorney of the county or the corporation counsel of the municipality in which the property is located (instead of the State's Attorney) the right to bring a forcible entry and detainer action on behalf of the owner or lessor. Effective immediately.

Urges the Auditor General to conduct a management audit of the Illinois Environmental Protections Agency's Vehicle Emissions Inspection Program in the Chicago metropolitan and East St. Louis areas and to report its findings to the House of Representatives as soon as is practical after the conclusion of the audit.
