Rep. Anthony DeLuca

Amends the Cook County Forest Preserve District Act. Provides that any forest preserve district shall have the power to acquire land, in fee simple or by easement, for the following purposes: to create a forest preserve, for the consolidation of forest preserve units, to connect forest preserve units, to preserve and manage the water resources of the forest preserve district along water courses, and to provide for the extension of roads and parking for forest preserves. Further provides that any forest preserve district shall have the power to acquire land by easement as it shall deem necessary or desirable for public use of forest preserves. Provides that property owned by a forest preserve district and property in which a forest preserve district is the grantee of a conservation easement or the grantee of a conservation right shall not be subject to eminent domain or condemnation proceedings. Effective immediately.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings and declarations concerning sudden, unexpected death in epilepsy (SUDEP). Provides that the Department shall establish a SUDEP awareness program to educate medical examiners, examining physicians, and coroners in this State about SUDEP. Provides that all autopsies conducted in this State shall include an inquiry to determine whether the death was a direct result of a seizure or epilepsy. Provides that if a medical examiner's, examining physician's, or coroner's findings in an autopsy are consistent with the definition of known or suspected SUDEP, then the medical examiner, examining physician, or coroner shall take certain action.

Amends the General Obligation Bond Act and the Capital Development Bond Act of 1972. Provides that the unused portion of federal funds received for a capital improvement project for which moneys from the Capital Development Fund have been expended shall remain in the Capital Development Board Contributory Trust Fund and shall be used for capital projects and for no other purpose, subject to appropriation and as directed by the Capital Development Board.

Provides that if and only if Senate Bill 1556, as passed by the 97th General Assembly, becomes law, the Illinois Public Labor Relations Act is amended (i) to prohibit the Governor from designating public employees who are classified as or who hold the title of Chief Stationary Engineer, Assistant Chief Stationary Engineer, Sewage Plant Operator, Water Plant Operator, Stationary Engineer, or Plant Operating Engineer for exclusion from collective bargaining and (ii) to specify that public employees who are classified as or who hold the employment title of Chief Stationary Engineer, Assistant Chief Stationary Engineer, Sewage Plant Operator, Water Plant Operator, Stationary Engineer, or Plant Operating Engineer qualify as public employees for purposes of the Act. Effective immediately.

Amends the Governors State University Law. Makes a technical change in a Section concerning creating the Board of Trustees.

Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

Creates the General Assembly's Advisory Committee on Education Funding to conduct a thorough review of the existing distribution methods and expenditures of education funding and make recommendations to implement an education funding system.

Celebrates the retirement of Dr. Eric Radtke from the presidency of Prairie State College.

Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.

Encourages all school districts in this State to establish educational programs to inform parents about the dangers of serving alcohol to minors and the prohibition on serving alcohol to minors and the punishment for a violation of the prohibition. Encourages all parents and minor children in this State to participate in the educational programs established by school districts concerning the dangers of serving alcohol to minors.
