Amends the Unified Code of Corrections. Provides that during arraignment, the court shall notify the defendant if he or she qualifies for the Offender Initiative Program.

Amends the Juvenile Court Act of 1987. Makes a technical change in a Section of the "Delinquent Minors" Article of the Act concerning the rights of victims.
Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2014 or as soon thereafter as is practical, to offer a special instant "After-School Rescue" scratch-off game. Requires the net revenue from that game to be deposited into the After-School Rescue Fund for appropriation by the General Assembly solely to the Illinois State Board of Education for the making of grants to at-risk schools for the promotion of extracurricular and after-school programs. Authorizes the Department, after consulting with the Illinois State Board of Education, to adopt rules necessary to implement and administer the game. Defines "net revenue". Amends the State Finance Act to create the After-School Rescue Fund. Effective immediately.
Amends the Illinois Rural/Downstate Health Act. Provides that moneys from fees shall be deposited into the Rural/Downstate Health Access Fund. Provides that moneys in the Rural/Downstate Health Access Fund may be used for programs for the medically underserved. Provides that fees may be collected by the Center for Rural Health and deposited into the Fund for the purpose of administering the J-1 Visa Waiver Program for international medical graduates and that the fees shall be dedicated to funding the J-1 Visa Waiver Program and may not be subject to the Fund's distribution formula. Makes other changes.
Urges the City of Chicago to build a new high school on the site of the old Emmet School site in Chicago.
Amends the Juvenile Court Act of 1987. Deletes provision that the period of probation for a minor who is found to be guilty for an offense which is a forcible felony, other than first degree murder or a Class X felony, shall be at least 5 years.
Amends the Children and Family Services Act. Requires the Department of Children and Family Services to extend foster care services to foster youth up to the age of 21 if a youth meets one of the following criteria: (1) the youth is completing secondary education or a program leading to an equivalent credential; (2) the youth is enrolled in an institution that provides postsecondary or vocational education; (3) the youth is participating in a program or activity designed to promote employment or remove barriers to employment; (4) the youth is employed for at least 80 hours per month; or (5) the youth is incapable of doing any part of the activities described in items (1) through (4) due to a medical condition. Provides that an assertion of incapacity must be supported by regularly updated information in the youth's case plan. Grants the Department rulemaking authority to implement the provision.
Urges Congress to amend the Patient Protection and Affordable Care Act to include undocumented immigrants in the mandate provisions of the Patient Protection and Affordable Care Act.
Amends the Day and Temporary Labor Services Act. Requires the statement provided by a day and temporary labor service agency to a day or temporary laborer at the time of dispatch to include the amount paid by the third party client to the day and temporary labor service agency for the services of the day or temporary laborer, expressed as an hourly amount.
Amends the Illinois Income Tax Act. Creates a credit in an amount equal to any unreimbursed eligible remediation costs paid by the taxpayer for the remediation of a brownfield site located in the City of Chicago. Provides that a taxpayer is not eligible for the credit if the taxpayer or any related party caused or contributed to, in any material respect, a release of regulated substances on, in, or under the site that was identified and addressed by the remedial action pursuant to the Site Remediation Program of the Environmental Protection Act. Provides that the credit is exempt from the Act's automatic sunset provision.
