CRIM ID-SEALING

Amends the Criminal Identification Act. Provides for the sealing of criminal records for Class 4 felony offenses under the Methamphetamine Precursor Control Act, Class 4 felony offenses under the Steroid Control Act, Class 3 and 4 felony offenses under Sections 4 and 5 of the Cannabis Control Act, Class 3 felony offenses under the Methamphetamine Control and Community Protection Act concerning the possession of methamphetamine, and Class 2, 3, and 4 felony offenses under the Illinois Controlled Substances Act concerning the manufacture and delivery of controlled substances; prostitution; Class 3 and 4 felony offenses of theft, retail theft, deceptive practices, forgery, and possession of burglary tools; and Class 2 felony offenses of burglary and certain offenses related to motor vehicles and other vehicles.

NO REPRESENTATN W/O POPULATION

Creates the No Representation Without Population Act. Provides that the Illinois Department of Corrections shall collect and maintain an electronic record of the legal residence, outside of the facility, and other demographic data, for any person entering its custody after January 1, 2014. Provides that the record shall contain, at a minimum, the last known complete street address prior to incarceration, the person's race, whether the person is of Hispanic or Latino origin, and whether the person is age 18 or older. Contains provisions concerning reports, federal facilities, the Data Collection and Reporting Advisory Council, and State and federal aid. Requires the Secretary of State to prepare redistricting population data to reflect incarcerated persons at their residential address. Provides that this data shall be the basis of the Legislative and Representative Districts created under the Illinois Constitution and all local governement districts that are based on population. Contains a severability clause.

DHFS-PATERNITY CHALLENGE

Amends the Illinois Public Aid Code and the Illinois Parentage Act of 1984. Provides that an administrative determination of paternity that is not based on a voluntary acknowledgment of paternity made in accordance with the Illinois Public Aid Code may be challenged in court on the basis of fraud, duress, or material mistake of fact, with the burden of proof upon the challenging party and that, pending the outcome of the challenge to the administrative determination of paternity, the legal responsibilities of the parties shall remain in full force and effect, except upon order of the court upon a showing of good cause. Provides that evidence that, based on DNA testing, the man who has been found to be the father of a child under an administrative determination of paternity is not the natural father of the child constitutes a material mistake of fact. Provides that an action challenging an administrative determination of paternity is barred if brought more than 6 months after the effective date of the amendatory Act or more than 2 years after the petitioner obtains actual knowledge of relevant facts, whichever is later, and that the 2-year period for bringing an action shall not extend beyond the date on which the child reaches the age of 18 years. Effective immediately.

SMALL BUSINESS-PRESENTATIONS

Amends the Small Business Contract Act. Provides that the State's 10% small business contracting goal can be met by contracts or subcontracts. Provides that the chief procurement officers, individually or as a group, may provide presentations at which small businesses may learn about the State contracting process. Provides each chief procurement officer with rulemaking authority to carry out his or her responsibilities under the Act.

PROP TX-FORECLOSURES

Amends the Property Tax Code. Creates a reduction for improvements to foreclosed property. Provides that the assessed value of those improvements shall be reduced 10% of the equalized assessed value of the improvements on June 30, 2012. Provides that the reduction shall be for a period of 5 years, and is subject to certain conditions. Effective immediately.
