Amends the Chicago School District Article of the School Code. On or before July 1, 2015 and thereafter, requires the Chicago Board of Education to appoint a superintendent of early childhood education. Provides that persons appointed to that office shall serve pursuant to a performance-based contract for a term ending on June 30th of the third calendar year after appointment. Provides that the superintendent of early childhood education shall have charge and control of the provision of early childhood education by the district, subject to the approval of the board. With regard to the provision of early childhood education by the district, provides that, on July 1, 2015, all powers, duties, assets, liabilities, employees, contracts, property, records, pending business, and unexpended funds of the general superintendent of schools, the chief executive officer, or persons appointed by the general superintendent of schools or chief executive officer are transferred to the superintendent of early childhood education. Sets forth other provisions with respect to this transfer.

Amends the Cannabis Control Act. Provides that a person who knowingly possesses not more than 0.1 gram of any substance containing cannabis is guilty of a petty offense and shall be fined $100 for a first offense, $200 for a second offense, and $300 for a third or subsequent offense. Provides that a person convicted of a third or subsequent offense shall perform 20 hours of community service at a drug-abuse treatment center licensed by the Department of Human Services. Changes the allocation of fines under the Act. Provides that, in addition to the allocation of fines to units of government that made the seizure of the cannabis, proceeds of fines collected under the Act shall also be used by the Department of Human Services for the funding of programs and services for drug-abuse treatment, prevention and education services for both juveniles and adults. Effective immediately.
Amends the Uniform Deceptive Trade Practices Act. Includes within the scope of the Act knowingly making a false or misleading statement in a privacy policy published on the Internet or otherwise distributed or published regarding the use of personal information submitted by members of the public.
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning notification of dispositions of certain criminal cases.
Urges the State Board of Education to withhold State funding from the Chicago Public School system until the school district has developed a plan to aid students within the district in becoming academically successful and further evaluated the impact of school closings to students and the community.
Amends the School Code. Makes a technical change in a Section concerning the State Board of Education.
Amends the Criminal Identification Act. Permits the sealing of records for Class 4 felony offenses under the Methamphetamine Precursor Control Act, Class 4 felony offenses under the Steroid Control Act, Class 3 and 4 felony offenses of possession of cannabis under the Cannabis Control Act, Class 3 felony offenses of possession of methamphetamine under the Methamphetamine Control and Community Protection Act, and Class 2, 3, and 4 felony offenses of manufacturing or delivering controlled substances under the Illinois Controlled Substances Act; felony prostitution; Class 3 and 4 felony offenses of theft, retail theft), deceptive practices, forgery, and possession of burglary tools; Class 2 felony offenses of burglary; and certain theft and VIN alteration offenses related to motor vehicles and other vehicles under the Illinois Vehicle Code.
Urges the boards of trustees of every public university in the State of Illinois to adopt a program that provides housing scholarships to college students that are registered as homeless and to include funding for this program in their appropriations requests to the General Assembly.
Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2014 or as soon thereafter as is practical, to offer a special instant "Scratch-Out Crime" scratch-off game. Requires the net revenue from that game to be deposited into the Municipal Police Hiring Assistance Fund for appropriation by the General Assembly solely to the Department for distribution on a pro rata share, based on population, to municipal police departments in the State for the hiring of municipal police officers. Authorizes the Department to adopt rules necessary to implement and administer the game. Defines "net revenue". Amends the State Finance Act to create the Municipal Police Hiring Assistance Fund. Effective immediately.
Appropriates $60,000,000 to the State Board of Education for the purpose of making a grant to City of Chicago School District 299 to demolish the building that used to be Robert Emmet Elementary School and to construct a new high school on that site. Effective July 1, 2014.
