Amends the School Code. Requires the State Board of Education to establish a standard student expulsion policy that applies to each school district in this State. Requires a district's pupil discipline policy to conform to the standard student expulsion policy. Requires the posting of a district's pupil discipline policy on the district's Internet website or otherwise furnishing a copy to parents and guardians if a district does not have an Internet website, and requires that each school inform its pupils of the contents of its policy.

Amends the Family Practice Residency Act. Makes changes concerning the purpose of the Act. Provides that the Department of Public Health shall have the power and duty to establish programs (instead of a program) for the repayment of the educational loans of primary care physicians and other health care providers within specialties determined to be eligible by the U.S. Health Resources and Services Administration for the National Health Service Corps Loan Repayment Program (instead of just the loans of primary care physicians) who agree to serve in designated shortage areas. Removes a provision setting forth the maximum annual payment that may be made to an individual. Allows the Department to use tobacco settlement recovery funding or other available funding to implement the programs. Effective immediately.
Amends the Abused and Neglected Child Reporting Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Banking Act. Provides that financial institutions have 180 days (was, at least 60 but no more than 180 days) to correct capital impairments before the Commissioner may take possession and control of the bank. Provides that the Commissioner shall not extend the time period for the board of directors to correct a capital impairment for a bank that is critically undercapitalized. Provides that if the Commissioner has given notice to the board of directors requiring the bank to raise capital to correct capital impairment, the Commissioner shall only require a capital raising plan that ensures capital necessary for the bank to be adequately capitalized. Provides that the Commissioner shall not enforce or implement the provisions in a manner inconsistent with the requirements of the Federal Deposit Insurance Corporation. Effective immediately.
Creates the Drug Prevention Task Force Act. Contains only a short title provision.
Amends the School Code and the Vocational Academies Act. Requires alternative schools and charter schools to establish vocational academies for students in grades 10 through 12, in partnership with school districts, community colleges, local employers, and community-based organizations. Sets forth requirements concerning these academies. Permits the State Board of Education to adopt any rules necessary to implement and administer these provisions.
Creates the Nelson Mandela Memorial Road Act. Provides that Illinois Route 50 between U.S. Route 45 in Kankakee, Illinois and U.S. Route 41 in Skokie, Illinois is designated as Mandela Road in honor of Nelson Mandela. Requires appropriate signs to be erected to recognize the designation. Pre-empts home rule units from providing an alternative designation. Provides that driver's licenses and identification cards that list a former designation as the address of record shall remain valid until their scheduled expiration. Makes corresponding changes to the Local Government Facility Lease Act, the Metropolitan Pier and Exposition Authority Act, and the Metropolitan Water Reclamation District Act.
Amends the Unified Code of Corrections. Requires the Department of Juvenile Justice to submit an annual report to the Governor and General Assembly concerning persons committed to the Department, its institutions, facilities and programs, of all moneys expended and received, and on what accounts expended and received.
Appropriates $300,000 from the General Revenue Fund to the State Board of Education for the purpose of awarding grants to West 40 Intermediate Service Center No. 2. Effective July 1, 2014.
Amends the Juvenile Court Act of 1987. Provides that if a minor is found to be guilty of a non-violent crime, the court shall first consider home confinement or an alternative sentence instead of: (i) incarceration in a facility of the Department of Juvenile Justice or (ii) confinement in a juvenile detention home. Provides that the court shall order a conference to be held to determine the alternative sentencing plan. Provides that the conference shall be held with representatives of the Illinois State Board of Education, the Department of Children and Family Services, the prosecutor of the minor, the court, the Department of Juvenile Justice, and the parent or legal guardian of the minor. Based upon recommendations made at the conference, the court shall order an alternative sentencing plan that meets the needs of the minor and leads the minor toward useful and non-criminal activities. Provides that the court may commit the minor to the Department of Juvenile Justice or place the minor in detention if the minor violates the terms and conditions of the home confinement or alternative sentence or if the family or household situation presents a danger to the minor that makes home confinement infeasible. Defines "non-violent crime" as an offense that is not a violent crime as defined in the Rights of Crime Victims and Witnesses Act and that is not a violation of the Dangerous Weapons Article of the Criminal Code of 2012 involving the illegal possession or use of a firearm.
