Directs the Auditor General to conduct a management audit of the State's procurement of inmate telephone service vendors for the Department of Corrections' inmate telephone service program.

Urges the Department of Human Services and Cook County to enter into all Redeploy Illinois agreements allowable pursuant to P.A. 98-0060.
Amends the Unified Code of Corrections. Provides that the Department of Corrections, by December 31 of each year, shall issue an annual report on persons committed to Department facilities for drug-related offenses. Provides that the report shall include the class of offense, age, race, ethnicity, and last known zip code of each person committed to a Department facility for a drug-related offense. Provides that the report shall be provided to each member of the General Assembly and shall be made available on the Department's website.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
Amends the Juvenile Court Act of 1987. Increases the minimum age at which an alleged delinquent minor may be placed in a detention facility from 10 years of age to 13 years of age.
Amends the Illinois Lottery Law. Creates the Lottery Supports Schools Fund. Provides that certain lottery revenues shall be deposited into the Fund. Provides that moneys in the fund shall be distributed to school districts based on the district's percentage of lottery sales and shall be used for computer labs, libraries, playgrounds, and science labs. Effective immediately.
Creates the School Choice Act and amends the Illinois Lottery Law, the State Finance Act, and the Illinois Income Tax Act. Provides findings and declarations of policy. Establishes the School Choice Program. Provides that under the program the custodian of a qualifying pupil is entitled to a School Choice Scholarship to pay for qualified education expenses at participating nonpublic elementary schools. Requires the principal of each public school to notify custodians of qualifying pupils of the availability of scholarships. Requires custodians to apply to the State Board of Education for a scholarship and provide documentation as to eligibility. Requires the State Board to issue a scholarship to custodians who have made proper application and to honor the scholarship when presented for payment by a nonpublic school. Provides for the amount of a scholarship. Provides that the scholarship may be renewed each year through the 8th grade so long as the pupil and custodian remain eligible. Requires the Department of the Lottery to offer a special instant scratch-off game for the funding of scholarships. Provides that the amount received under the program shall not be considered base income for purposes of Illinois' income tax. Requires the State Board to submit a report to the General Assembly on or before December 31, 2017. Provides criminal penalties for certain violations. Requires the State Board to adopt rules to implement the Act. Repeals the Act on January 1, 2018. Effective immediately.
Amends the Illinois Public Aid Code and the Code of Civil Procedure. Provides that upon the assignment to the Department of Healthcare and Family Services of the right to collect a child support obligation, additional interest on the amount of the obligation owed to the State shall cease to accrue.
Amends the Unemployment Insurance Act. Provides that the Department of Employment Security shall periodically ascertain the average weekly household income for Illinois households. Provides that, if the wages of an otherwise eligible individual who is a part-time worker in a week, combined with the individual's weekly benefit amount, do not exceed the lesser of the individual's final regular wages, not including overtime or bonuses, at the individual's last full-time position the average weekly household income for Illinois households, then the individual is eligible to receive the same weekly benefit amount to which the eligible individual would be entitled if he or she were not working part-time. Provides for a reduced weekly benefit amount under specified circumstances. Provides that benefits under the new provisions are available only during an individual's period of regular benefits and not during any period of extended benefits. Provides that, if an individual who is a part-time worker in a week is eligible for benefits under any other provision of the Act or rule of the Department in amount that is greater than the amount to which an individual is eligible for benefits under the new provisions, then that other provision or rule shall control.
