PROP TX-SENIOR EXEMPTION

Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, taxpayers who have been granted a Senior Citizens Homestead Exemption must reapply every 2 years (instead of annually). Provides that the county board of a county with less than 3,000,000 may not require the person to reapply more frequently than every 2 years. Effective immediately.

INC TX-ESTIMATED TAXES

Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.

FINANCE-CONSERVATION FUND

Amends the State Finance Act. Provides that conservation practice cost-share grants from the Partners for Conservation Fund may be made to livestock operations for water quality protection and improvement. Authorizes moneys in the Fund also to be used to partner with conservation land trusts in order to integrate State and federal programs with Illinois' natural resource protection and restoration efforts and to meet requirements to obtain federal and other funds for conservation or protection of natural resources. Also makes technical changes. Effective July 1, 2011.

SCH CD-TAX FOR VOCATIONAL ED

Amends the School Code. Provides that the school board of any district with a population of less than 500,000 that participates in a joint agreement for an area vocational education center may levy an annual property tax not to exceed 0.04%. Provides that the rate may be increased upon referendum approval to 0.08% in each eligible district. Provides that the authority to levy the tax expires 4 years after the effective date of the amendatory Act. Contains provisions concerning notice and public hearings. Amends the Property Tax Extension Limitation Law in the Property Tax Code to exempt those extensions from the definition of "aggregate extension". Effective immediately.

UTILITIES - CONSUMER EDUCATION

Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.

ABANDONED RESIDENTIAL PROP

Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
