DOWNSTATE PUB TRANS FUNDS

Amends the Downstate Public Transportation Act, the Retailers' Occupation Tax Act, the Service Occupation Tax Act, the Use Tax Act, and the Service Use Tax Act. Beginning July 1, 2011, instead of use and occupation tax collections being deposited into the General Revenue Fund and then transferred monthly by the Comptroller from the General Revenue Fund to the Downstate Public Transportation Fund, requires the Department of Revenue to deposit the designated fraction of the net revenue realized from those collections directly into the Downstate Public Transportation Fund. Effective July 1, 2011.

VEH CD-SPECIAL PLATES-ABATE

Amends the Illinois Vehicle Code. Provides for the issuance of ABATE special license plates for passenger vehicles of the first division, motor vehicles of the second division weighing not more than 8,000 pounds, and motorcycles. Provides that, in addition to the appropriate registration fees, an applicant for the special plates shall be charged a fee of $15 at original issuance and $2 at each renewal. Provides that the additional fees shall be deposited into the Secretary of State Special License Plate Fund. Effective January 1, 2012.

VENDOR RIGHTS

Creates the Vendor Rights Act. Provides that a State agency may not alter certain terms of a contract, grant, or purchase of care agreement upon less than 90 days' written notice to the vendor. Provides that a State agency or vendor may terminate a contract, grant, or purchase of care agreement upon not less than 90 days' written notice. Provides that a State agency and a vendor may modify or amend a contract, grant, or purchase of care agreement by mutual consent. Effective immediately.

PROP TX-DISABLED VETERANS

Amends the Property Tax Code. In a Section granting an exemption for specially adapted housing for disabled veterans, provides that, beginning in tax year 2011, the veteran qualifies if he or she has a service-connected disability of at least 70% (now, the veteran qualifies if his or her disability is of such a nature that the federal government has authorized payment for the purchase or construction of Specially Adapted Housing). Effective immediately.

FREESTANDING EMERGENCY CENTER

Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall issue an annual Freestanding Emergency Center (FEC) license to any facility that has received a permit from the Health Facilities and Services Review Board to establish an FEC if the application for the permit has been deemed complete by the Department by January 1, 2014 (instead of by March 1, 2009) and the facility is located (i) in a municipality with a population of 50,000 (instead of 75,000) or less, (ii) within 50 (instead of 20) miles of the hospital that owns or controls the FEC, and (iii) within 50 (instead of 20) miles of the Resource Hospital affiliated with the FEC as part of the EMS System. Effective immediately.
