Makes appropriations to the Board of Trustees of Governors State University for its FY12 ordinary and contingent expenses. Effective July 1, 2011.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning wireless telephones.
Amends the State Finance Act. Creates the Soil and Water Conservation District Stabilization Fund.
Amends the Wildlife Code. Provides for the protection of a variety of wild birds, parts of wild birds, and other mammals. Provides that the Department may prohibit or limit the importation, possession, release into the wild, take, commercialization of take, sale, and propagation of wild mammals, wild birds, and feral livestock that are not defined as protected species to reduce risks of communicable diseases, nuisances, and damages to wild or domestic species, agricultural crops, property, and environment. Provides that the Department shall set forth applicable regulations in an administrative rule. Provides that it shall be unlawful to release from captivity any live bird or mammal, either indigenous or non-indigenous in this State and that is ordinarily considered a wildlife species without securing written permission from the Department prior to release. Makes changes to the definitions of "wild" and "wildlife". Makes other changes. Makes corresponding changes to the exemption provisions of the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Makes a technical change in a Section concerning the amount of the grant.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the School Code. Provides that, through January 1, 2014, the school board of any district with a population of less than 500,000 that participates in a joint agreement for an area vocational education center may levy an annual property tax not to exceed: 0.02% for districts maintaining only grades 9 through 12 and 0.04% for districts maintaining grades kindergarten through 12. Provides that those amounts may be increased by referendum to 0.40% and 0.80% respectively. Contains provisions concerning notice and public hearings. Amends the Property Tax Extension Limitation Law in the Property Tax Code to exempt those extensions from the definition of "aggregate extension". Effective immediately.
Amends the Animal Control Act. Makes a technical change in a Section concerning impounding dogs.
