Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that an emergency communication system and a mass notification system are included under the definition of "alarm system". Provides that training may include the installation, repair, and maintenance of emergency communication and mass notification systems. Provides that a majority of the appointed Board members constitutes a quorum. Effective immediately.

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Makes appropriations to the Department of Agriculture from the Agricultural Premium Fund and Fair and Exposition Fund in the amounts of $6,166,590 and $1,119,117, respectively, for County Fairs and Fair and Exposition Authorities.
Amends the Downstate Public Transportation Act, the Retailers' Occupation Tax Act, the Service Occupation Tax Act, the Use Tax Act, and the Service Use Tax Act. Beginning July 1, 2009, instead of use and occupation tax collections being deposited into the General Revenue Fund and then transferred monthly by the Comptroller from the General Revenue Fund to the Downstate Public Transportation Fund, requires the Department of Revenue to deposit the designated fraction of the net revenue realized from those collections directly into the Downstate Public Transportation Fund. Effective July 1, 2009.
For Fiscal Year 2010, appropriates $150,000,000 to the Capital Development Board for school construction grants pursuant to the School Construction Law. Effective July 1, 2009.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Requires the Department on Aging, in cooperation with the Area Agencies on Aging and Elder Abuse and Neglect Provider Agencies, to develop a specialized elder abuse training curriculum, in in-person and online versions, to be made available to financial institutions and their trade associations to aid in the training of a variety of financial institution employees and professionals on prevention mechanisms, recognition factors, intervention options, confidentiality, and other legal issues concerning the financial exploitation of an elderly customer. Requires the Department and the cooperating agencies to assist financial institutions in their efforts to mitigate and prevent financial exploitation of the elderly.
Amends the State Comptroller Act. Makes technical changes in a Section concerning the short title.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates the Center for Comprehensive Health Planning to promote the distribution of health care services and improve the healthcare delivery system in Illinois by establishing a statewide Comprehensive Health Plan and ensuring a predictable, transparent, and efficient Certificate of Need process under the Illinois Health Facilities Planning Act. Amends the Illinois Health Facilities Planning Act. Replaces the 5-member Health Facilities Planning Board with a 9-member Health Facilities and Services Review Board. Makes changes in provisions concerning the purposes of the Act; definitions; ex parte communication; construction, modification, or establishment of health care facilities or acquisition of major medical equipment; application for permits or exemption from application; powers and duties of the State Board and its staff; revision of criteria, standards, and rules; penalties; and an audit by the Auditor General. Adds provisions concerning Safety Net Impact Statements and creating the Nomination Panel, which provides a list of candidates to the Governor for appointment to Illinois Health Facilities and Services Review Board, the position of Chairman of the Board, and the Comprehensive Health Planner. Extends the repeal of the Act from July 1, 2009 to December 31, 2019. Repeals provisions concerning areawide health planning organizations, certificates of recognition, and the Task Force on Health Planning Reform. Makes related changes in other Acts. Effective immediately.
