Amends the Animal Welfare Act. Removes a provision that a felony conviction may not operate as a bar to licensing under the Act. Adds as a grounds for discipline conviction of any crime related to the disposition of dogs, cats, or other animals, or violation of any rule or regulation of the Department related to dogs or cats and their sale.

Amends the Elder Abuse and Neglect Act. Provides that a "mandated reporter" under the Act includes (i) any bank, savings and loan, or credit union officer, trustee, or employee and (ii) any ambulatory currency exchange or community currency exchange, as defined in the Currency Exchange Act, or an employee of such a currency exchange.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Telecommunications Article.
Amends the Agricultural Fair Act. Makes a technical change in a Section concerning the short title.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Includes any person employed in the municipality's fire service as a paramedic or EMT within the definition of "firefighter" for the purposes of the Article. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Illinois Highway Code. Makes a technical change in a Section concerning damage to sidewalks, bridges, culverts, or causeways.
Amends the Wildlife Code. Provides that scientific permits may be granted by the Department of Natural Resources to any properly accredited person who is at least 18 years of age, permitting the capture, marking, handling, banding, or collecting for scientific purposes any of the fauna protected under the Code. Provides that a special purpose permit may be granted by the Department (i) to a qualified individual of any age for the purpose of salvaging certain wildlife species for donation, rehabilitation and release, or disposal as directed by the Department and (ii) to a private educational organization for the purpose of possessing wildlife or parts of wildlife for educational purposes. Requires a special purpose permit for certain treatment of wildlife. Requires the holder of a special purpose or scientific permit to report to the Department (i) annually if the permit is granted for a period of more than one year or (ii) within 30 days after expiration of the permit if the permit is granted for a period of one year or less. Provides that the report shall include information that the Department considers necessary. Effective immediately.
Creates the South Suburban Airport Authority Act and the South Suburban Airport Authority. Contains provisions concerning governance and finances of the Authority. Provides that the Public Funds Statement Publication Act shall not apply to the Authority. Amends the Archaeological and Paleontological Resources Protection Act, the Human Skeletal Remains Protection Act, the Governmental Account Audit Act, the Illinois Municipal Code, the Downstate Forest Preserve District Act, the Vital Records Act, the Religious Freedom Restoration Act, and the Eminent Domain Act to make conforming changes. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective March 1, 2011.
Amends the Illinois Procurement Code. In provisions requiring separate bids for subdivisions of work for construction contracts in excess of $250,000, permits the waiver of the requirement during the next 4 years (now, 3 years) for Capital Development Board projects if specified conditions are met. Effective immediately.
Amends the Day and Temporary Labor Services Act. Makes a technical change in a Section concerning work restriction.
