Amends the School Code. Makes a technical change in a Section concerning boundary changes.
Amends the Illinois Vehicle Code and the State Finance Act. Provides that the Department of Transportation, a county, or a municipality may authorize the use of an automated speed enforcement system to record speed violations of the Illinois Vehicle Code or a similar local ordinance. Provides that the Department may place automated speed enforcement systems in high-risk locations on an interstate highway or in high-risk locations of a county or municipality upon approval of a formal request of a county or municipality. Provides for standards for the issuance and adjudication of automated speed enforcement system violation notices. Provides that violations of the automated speed enforcement system in which a civil penalty is imposed may be adjudicated administratively, are not moving violations, and may not be recorded on the person's driving record. Provides for penalties, including the suspension of driving privileges, for the failure to pay for automated speed enforcement system violations. Reduces the application of a home rule preemption that disallows the use of recorded images to capture the speed of a motor vehicle for the purposes of enforcing any law or local ordinance regarding a minimum or maximum speed limit unless a law enforcement officer is present to witness the event. Makes other changes. Effective immediately.
Amends the School Code. Provides that, through January 1, 2014, the school board of any district with a population of less than 500,000 that participates in a joint agreement for an area vocational education center may levy an annual property tax not to exceed: 0.02% for districts maintaining only grades 9 through 12 and 0.04% for districts maintaining grades kindergarten through 12. Provides that those amounts may be increased by referendum to 0.40% and 0.80% respectively. Contains provisions concerning notice and public hearings. Amends the Property Tax Extension Limitation Law in the Property Tax Code to exempt those extensions from the definition of "aggregate extension". Effective immediately.
Amends the Counties Code. In provisions concerning the regulation of telecommunication and AM broadcast facilities by counties, sets forth the requirements for establishing a telecommunication or AM broadcast facility on or after the effective date of the amendatory Act. Provides for at least one public hearing before a facility may be established. Requires that notice of a public hearing be (i) published in a newspaper of general circulation within the county and (ii) mailed by certified mail to specified owners of record. Effective immediately.
Amends the Juvenile Court Act of 1987. Provides that law enforcement agencies may release law enforcement records, when a minor's parent or legal guardian has signed a release and waiver of confidentiality, for the sole purpose of releasing those records to a teen court, peer court, or other juvenile division program as authorized by the Act. Provides that the program that receives such confidential records shall use those records only for the operation of the program and shall otherwise keep all such records confidential.
Amends the Illinois Lottery Law. Requires the Division of the Lottery to establish a special classification of retailer license to facilitate the year-round sale of the special instant scratch-off game for the benefit of Illinois veterans. Exempts these licensees from licensure fees. Provides that specialty retailers shall receive a sales commission equal to 2% of the face value of specialty game tickets purchased from the Department, less adjustments for unsold tickets returned to the Illinois Lottery for credit. Provides that specialty retailers may not cash winning tickets, but are entitled to a 1% bonus in connection with the sale of a winning specialty game ticket having a price value of $1,000 or more. Effective immediately.
Amends the School Code. Requires the State Board of Education to create a low-interest revolving loan program for school districts to renovate, rehabilitate, or upgrade existing school facilities to incorporate environmentally friendly or energy-efficient building materials or alternative energy devices.
Creates the Automobile Consumer Protection Act. Contains only a short title.
Amends the New Vehicle Buyer Protection Act. Changes the short title to the New or Used Vehicle Buyer Protection Act. Adds a definition of "used vehicle" and makes other changes to make the Act applicable to used vehicles as well as new vehicles. Provides that a used vehicle may not be sold in this State by a seller to a consumer unless accompanied by an express written warranty covering the full cost of both parts and labor necessary to repair any defect that impairs the used vehicle's safety or use. Sets forth statutory warranty periods applicable to used vehicles, which vary according to a vehicle's mileage or age. Provides for no warranty in the case of a used vehicle that has been operated for 125,000 miles or more. Provides that the used vehicle warranty provisions do not apply to any used vehicle sold by a seller to a consumer for less than $700.
