Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Creates the State Services Accountability Act. Provides that upon notice to the Illinois Department of Human Services of the existence of a work stoppage arising from a labor dispute with an IDHS contractor or grantee that may affect the provision of services under a State contract or grant, IDHS shall cease payment of State funds to the contractor or grantee pending receipt of evidence sufficient to confirm that the contractor or grantee is performing all services specified in the contract or grant. Further provides that no further payments for those services shall be made to the contractor or grantee until IDHS has filed affidavits with the chief procurement officer and the Auditor General certifying that the contractor or grantee is performing all services specified in the contract or grant. Effective immediately.
Appropriates $603,600 from the General Revenue Fund to the Department on Aging for Grants for Chicago Department of Senior Services for the Benefits CheckUp Program. Effective July 1, 2008.
Amends the Public Health Program Beneficiary Employer Disclosure Law. Makes a technical change in a Section concerning the short title.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that the felony conviction of a grandparent shall not be deemed to disqualify the grandparent from being granted custody of his or her grandchild, if more than 3 years have elapsed since the date of the grandparent's release from the incarceration for the felony or the date of conviction, if there was no incarceration.
Amends the Credit Card Issuance Act. Makes a technical change in a Section concerning definitions.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the manufacture, sale, or transfer of bullets or shells represented to be armor piercing bullets, dragon's breath shotgun shells, bolo shells, or flechette shells.
Amends the Criminal Code of 1961. Provides that it is unlawful for any person to store or leave, within premises under his or her control, a firearm if the person knows or has reason to believe that a minor under the age of 18 (rather than 14) years who does not have a Firearm Owners Identification Card or who is not serving in the military is likely to gain access to the firearm without the lawful permission of the minor's parent, guardian, or person having charge of the minor unless the firearm is secured. Eliminates the provision that the person who stores or leaves the firearm is criminally liable only if the minor causes death or great bodily harm with the firearm. Provides that if the minor causes death or great bodily harm with the unlawfully stored firearm, the penalty is a Class A misdemeanor (rather than a Class C misdemeanor). Eliminates the provision that the firearm may be placed in some location that a reasonable person would believe would be secure from a minor.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
