Amends the Department of Public Aid Law of the Civil Administrative Code of Illinois and the State Finance Act. Creates the Hunger Relief Fund as a special fund in the State treasury. Provides that, from appropriations to the Department of Healthcare and Family Services from the Fund, the Department shall make grants to members of the Illinois Food Bank Association for the purpose of making capital improvements, purchasing food, or acquiring other assets. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Changes provisions concerning the billing and collection practices of electric service providers so that they apply to "utility service providers" rather than "electric service providers". Provides that credit bureaus that receive personal consumer information from a utility service provider may not use that information to determine credit scores.
Amends the Counties Code. Makes a technical change in a Section concerning boundaries.
Amends the Uniform Disposition of Unclaimed Property Act. Makes a technical change in a Section concerning definitions.
Creates the Maternal and Infant Mortality Commission Act. Contains only a short-title provision.
Amends the Credit Information in Personal Insurance Act. Provides that an insurer that uses credit information to underwrite risks shall not (i) take an adverse action against a consumer solely because he or she does not have a credit card account; (ii) take an adverse action against a consumer based on credit information, unless and until the insurer satisfies certain conditions, and (iii) use certain credit information as a negative factor in any insurance scoring methodology or in reviewing credit information for the purpose of underwriting or rating a policy of personal insurance. Provides that an insurer authorized to do business in this State may not take adverse action against a consumer who has tendered notice of an extraordinary life event unless and until the insurer has reviewed the consumer's notification and provided the consumer with a written explanation for its decision. Provides that if the insured has overpaid premium due to incorrect or incomplete credit information, the insurer shall refund to the insured the amount of overpayment calculated back to the shorter of either the last 12 months of coverage or the actual policy period. Provides that the insurer must provide the disclosure statement required under the provision each time the insurer obtains the consumer's credit report. Makes other changes. Effective immediately.
Creates the Handgun Dealer Licensing Act. Provides for the regulation of handgun dealers through licensure by the Department of State Police. Provides that no person may sell or otherwise transfer, expose for sale or transfer, or have in his or her possession with the intent to sell or transfer, any concealable firearm without being licensed under the Act. Provides, however, that the prohibition does not apply to a person who makes occasional sales, exchanges, or purchases of concealable firearms for the enhancement of a personal collection or as a hobby, or who sells all or part of his or her personal collection of firearms. Sets forth provisions concerning application, fees, duration of licensure, license retention requirements, submissions to the Department, penalties, revocation, and suspension. Grants rulemaking authority to the Department and provides that for the purpose of determining compliance with the Act, the Act may be enforced by any municipality in which a licensee is located or, if a licensee is not located in a municipality, by the county in which a licensee is located.
Amends the Illinois Power Agency Act. Requires at least the following percentages of renewable energy resources procured with moneys in the Illinois Power Agency's Renewable Energy Resources Fund to come from photovoltaics: 0.38% by June 1, 2011, 0.75% by June 1, 2012, 1.5% by June 1, 2013, 3% by June 1, 2014, and 6% by June 1, 2015 and thereafter (instead of 6% by June 1, 2015). Requires the Agency to enter into contracts with a length of 5 years or more for at least 75% of the renewable energy resources procured during each procurement event (instead of "long-term contracts"). Provides that, beginning on June 1, 2011 (rather than June 1, 2015), at least 6% of the renewable energy resources used by a utility to meet its renewable portfolio standard must come from photovoltaics. Provides that, of the renewable energy resources that must be derived from photovoltaics under these provisions, at least 10% shall come from small-scale distributed solar, and at least 50% shall come from large-scale distributed solar. Defines "small-scale distributed solar" and "large-scale distributed solar".
Urges Congress and all members of the Illinois Congressional Delegation to support the continuation and extension of federal funding directed towards eliminating the condition of homelessness in Illinois that was made available by Government initiatives such as the American Reinvestment and Recovery Act of 2009 and grants by President Obama.
