LLC-ARTICLES-REDUCE FILING FEE

Amends the Limited Liability Company Act. Reduces the fee collected by the Secretary of State for the filing of articles of organization, applications for admission, and restated articles of organization from $500 to $39 and reduces those fees in connection with a limited liability company with ability to establish series from $750 to $59. Effective immediately.

SECURE CHOICE SAVINGS PROGRAM

Creates the Illinois Secure Choice Savings Program Act. Establishes a retirement savings program in the form of an automatic enrollment payroll deduction IRA with the intent of promoting greater retirement savings for private-sector employees in a convenient, low-cost, and portable manner. Creates the Illinois Secure Choice Savings Program Fund consisting of moneys received from enrollees and participating employers. Sets forth the composition of the Board, the Board's duties, and provisions governing risk management, investment firms, and investment options. Provides for employee and employer information packets, as well as program implementation and enrollment. Provides that the State shall have no duty or liability to any party for the payment of any retirement savings benefits accrued by any individual under the Program. Requires annual reports and audits of the Program. Sets forth penalties. Amends the State Finance Act to create the Illinois Secure Choice Savings Program Fund. Effective immediately.

E-CIGARETTES-MINORS

Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products Act. Prohibits a person under 18 years of age from buying, possessing, being sold, bought for, distributed samples of, or furnished an electronic cigarette. Establishes an exception for a sting operation approved by the Department of State Police, the county sheriff, a municipal police department, the Department of Public Health, or a local health department against a retail seller of tobacco products or a person employed by the retail seller of tobacco products or on any premises authorized to sell tobacco products to determine if electronic cigarettes are being sold or given to persons under 18 years of age. Defines "electronic cigarette". Includes "electronic cigarette" in the definition of tobacco product.

CORP/LLC/UPA REDUCE FEES

Amends the Business Corporation Act of 1983 and the Limited Liability Company Act. Provides for a reduction in initial filing fees and a reduction in annual fees for the first 2 years of the filer's existence. Amends the Uniform Partnership Act (1997) to reduce the fee for filing a statement of qualification for a limited liability partnership.

CO ALARMS-SCHOOLS/DAY CARES

Amends the Carbon Monoxide Alarm Detector Act. Requires the State Fire Marshal to adopt rules requiring the installation of approved carbon monoxide alarms in (i) public schools, as defined in Section 1-3 of the School Code, (ii) non-public schools recognized by the State Board of Education, and (iii) day care centers, as defined in Section 2.09 of the Child Care Act of 1969.

PAWNBROKER-RECORD REQUIREMENTS

Amends the Pawnbroker Regulation Act. Provides that any pawnbroker or unregistered buyer shall take a digital photograph of (i) the form or forms of identification used by the person pledging or pawning any goods, articles, or other things to the pawnbroker, and (ii) the goods, articles, or other things being pledged, pawned, or sold. Provides that the digital photographs or copies of the photographs shall be kept with the other records of the pawnbroker or unregistered buyer. Provides that unregistered buyers must include such photographs in their daily submissions to the sheriff of the county in which he or she is located. Effective immediately.
