Creates the Emergency Responder Roadway Safety Task Force.

Congratulates Wil Wagner on his many years of service and his retirement from the education profession and recognizes his accomplishments, dedication, and service as Principal of West Leyden High School in the City of Northlake.

Urges all employers in the State of Illinois to provide each employee who is a veteran with paid or unpaid time off for Veterans Day, November 11, if the employee would otherwise be required to work on that day.

Creates the Sale of Flavored Electronic Cigarettes and Flavored Cigarette Liquids Prohibition Act. Creates the offense of unlawful sale of flavored electronic cigarettes or flavored cigarette liquids. Provides that a person commits unlawful sale of flavored electronic cigarettes or flavored cigarette liquids when he or she knowingly sells flavored electronic cigarettes or flavored cigarette liquids, or causes, permits, or procures flavored electronic cigarettes or flavored cigarette liquids to be sold from his or her premises or establishment. Provides that a violation is a Class A misdemeanor. Defines "electronic cigarette", "electronic cigarette liquids", "flavored electronic cigarette", and "flavored cigarette liquids".

Congratulates the members of Franklin Park Professional Firefighters Association Local 1526 on the occasion of the Local's 50th anniversary.

Amends the Criminal Code of 2012. Provides that a person who knowingly places, posts, or reproduces on the Internet a photograph, video, or digital image of a person in a state of nudity, in a state of sexual excitement, or engaged in any act of sexual conduct or sexual penetration, without the knowledge and consent of that person, is guilty of a Class 4 felony. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for any person engaged in placing, posting, publishing, reproducing, or maintaining an Internet site to solicit or accept the payment of a fee or other consideration for removal of a person's private material or identifying information, which has been placed, posted, published, reproduced, or maintained on an Internet site without knowledge and consent of that person.

Amends the School Code. Requires a school board to consult with law enforcement and security experts in the design and planning stages of the construction of any new school building or any additions to or major remodeling of an existing school building.

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes a technical change in a Section concerning the short title.

Provides for the ratification of the proposed equal rights amendment to the United States Constitution.

Amends the Property Tax Code. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted a senior citizens homestead exemption, the person qualifying need not reapply for the exemption. Effective immediately.
