Amends the Illinois Public Aid Code. Provides that in an effort to locate an obligor who is delinquent in his or her child support obligation pursuant to an order for support and to enhance enforcement of child support obligations, the Department of Healthcare and Family Services, through its Child and Spouse Support Unit, shall publish at regular intervals a list of obligors who are delinquent in their support obligations as determined by the Department together with arrearage information and other identifying information, including, but not limited to, a photograph of the obligor and the obligor's occupation and last known address.

Amends the Property Tax Code and the Senior Citizens Real Estate Tax Deferral Act. Increases the maximum income limitation for the Senior Citizens Assessment Freeze Homestead Exemption and the Senior Citizens Real Estate Tax Deferral Program to $60,000 (instead of $55,000). Effective immediately.

Amends the Criminal Code of 2012. In the statute creating the offense of criminal street gang recruitment on school grounds, defines "school grounds" to mean the property, including buildings and grounds, of a public or private elementary, secondary, or post-secondary school, or a public or private 2-year or 4-year institution of higher education; public property or property open to public use within 1,000 feet of school property; a school bus; a designated school bus stop; and public property or property open to public use which is within 1,000 feet of the school bus stop, during the time when school children are waiting to be picked up and transported to or are being dropped off from school or a school-sponsored activity. Expands the offense to include the commission of the crime in a public park. Defines "public park".

Amends the State Finance Act. Creates the Emergency Management Fund. Amends the Illinois Vehicle Code. Provides that the Secretary may issue Emergency Management license plates. Provides that the fee for these plates shall be $20 for issuance, of which $5 shall go to the Emergency Management Fund and $15 of which shall go to the Secretary of State Special License Plate Fund, and $20 for renewal, of which $18 shall go to the Emergency Management Fund and $2 of which shall go to the Secretary of State Special License Plate Fund. Provides that money in the Emergency Management Fund shall be paid, subject to appropriation, as grants to the Illinois Emergency Management Agency for the purpose of training and education programs.

Amends the Carbon Monoxide Alarm Detector Act. Requires the State Fire Marshal to adopt rules requiring the installation of approved carbon monoxide alarms in the following buildings built after the effective date of this amendatory Act of the 98th General Assembly: (i) public schools, as defined in Section 1-3 of the School Code, (ii) non-public schools recognized by the State Board of Education, and (iii) day care centers, as defined in Section 2.09 of the Child Care Act of 1969.

Creates the Health Care Credit Card Act. Regulates contracts between a creditor and a provider of health care services that permits the provider to accept health care credit cards issued by the creditor as financing for health care services purchased by consumers from the provider. Provides that covered health care services include medical, chiropractic, podiatric, hospital, dental, ophthalmological, optometric, optical, audiological, cosmetic, and veterinary services. Provides protections for consumers, including provisions for resolving consumer complaints concerning disputes about a health care credit card account.

Amends the Criminal Code of 2012. Provides that a person also commits unlawful use of body armor when he or she knowingly purchases, owns, or possesses body armor, if that person has been convicted of a felony that is a crime of violence. Establishes exceptions. Provides that a violation is a Class 4 felony.

Amends the State Finance Act. Creates the Little League Fund. Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Little League Plates. Provides that the cost of initial issuance of these plates shall cost $25 in addition to any other fees, $10 of which will go to the Little League Fund and $15 of which will go to the Secretary of State Special License Plate Fund. Provides that renewal of these plates will cost $25, $23 of which will go to the Little League Fund and $2 of which will go to the Secretary of State Special License Plate Fund. Allows for distribution, subject to appropriation, of money from the Little League Fund as grants to local little league organizations in proportion to their membership size.

Amends the Criminal Code of 2012. Establishes exceptions. Provides that a violation is a Class 4 felony.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
