Amends the Chicago Teacher Article of the Illinois Pension Code. Increases the amount of unused sick time that may be included in calculating the retirement pension, from 244 to 315 days. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Illinois Certified Shorthand Reporters Act of 1984. Makes a technical change in a Section concerning the short title.

Amends the Professional Engineering Practice Act of 1989. Requires each professional engineer, employee, or project representative and his or her vehicle to be clearly identified whenever he or she is on a project site. Provides that it is a violation of the Act to hide, conceal, cover, obscure, mask, or attempt to deceive another by failing to clearly identify a professional engineer, employee, or project representative and his or her vehicle whenever he or she is on a project site. Effective immediately.
Amends the Residential Mortgage License Act of 1987. Makes a technical change in a Section concerning the definitions.
Appropriates the sum of $1,000,000, or so much of that amount as may be necessary, to the Department of Human Services for a grant to Children's Place for costs associated with specialized child care for families affected by HIV/AIDS. Effective July 1, 2003.
Appropriates $15,000,000 from the General Revenue Fund to the Department of Commerce and Community Affairs for the Illinois Film Office to acquire a motion picture production facility for Illinois. Effective July 1, 2003.
Amends the Illinois Insurance Code. Requires that a health care professional or provider be given a complete copy of any contract for professional services and be allowed at least 30 days to review the contract before being required to sign the contract. Requires that notice of proposed changes in the contract be given at least 90 days before the change takes effect. Effective December 1, 2003.
Amends the Illinois Insurance Code. Establishes the procedure by which a payor for health care services may recoup payments made to health care professionals and providers. Requires a written explanation for any recoupment. Provides for an appeal process. Effective December 1, 2003.
Amends the Illinois Physical Therapy Act. Changes the definition of "physical therapy". Removes definitions of "referral" and "documented current and relevant diagnosis". Requires physical therapists and physical therapist assistants to use "PT" and "PTA", respectively, in connection with their names to denote licensure. Made changes in provisions concerning disciplinary grounds under the Act. Adds advertising as a physical therapist or physical therapist assistant or physical therapy services without a license to the list of violations of the Act and to the provisions concerning civil penalties. Effective immediately.
