Creates the Advanced Practice Registered Nurse Compact Act. Provides for recognition of the licensure/authority to practice of an advanced practice registered nurse among states. Provides guidelines concerning application, adverse actions, authority of licensing boards, compact administration, and immunity. Provides that the Director of Professional Regulation shall serve as the compact administrator for this State. Effective immediately.

Amends the State Finance Act. Makes a technical change in a Section concerning the Tobacco Settlement Recovery Fund.
Amends the Illinois Municipal Code. Provides that the corporate authorities of a non-home rule municipality imposing a 1/2 of 1% retailer's occupation tax, service occupation tax, or use tax may impose the tax by ordinance or resolution (now, the municipality may by ordinance or resolution call for submission to the electors of the municipality the question of whether the municipality shall impose the tax). Provides that if a petition signed by a number of electors equal to at least 3% of the registered voters of the municipality is filed with the county clerk within 30 days after the publication or posting of the ordinance or resolution imposing the tax, the clerk shall submit the question of whether the tax shall be imposed to the electors at an election in accordance with the general election law. Provides that the taxes may be imposed for expenditure on public infrastructure, police and fire protection, police and fire pensions, property tax relief, or a combination (now, may be provided for expenditure on public infrastructure or for property tax relief, or both). Defines "police and fire protection" and "police and fire pensions".
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Illinois Athletic Trainers Practice Act. Makes technical changes in a Section concerning the short title.
Appropriates $3,000,000 from the General Revenue Fund to the State Board of Education for Jobs for Illinois Graduates. Effective immediately.
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Makes a technical change in a Section concerning the requirement of a license.
Amends the Criminal Code of 1961. Provides that the Department of State Police shall publish a list of handguns having a barrel, slide, frame or receiver that is a die casting of zinc alloy or any other nonhomogeneous metal which will melt or deform at a temperature of less than 800 degrees Fahrenheit. Provides that a building used for the unlawful sale of firearms may be abated as a public nuisance only if the person using the building for the unlawful sale has been convicted of the offense and the Department of State Police has published the list of prohibited firearms. Effective immediately.
Amends the Medical Practice Act of 1987. Makes changes in the determination of professional capacity. Requires certain applicants to submit proof of professional capacity. Removes provisions requiring the Disciplinary Board to send the summary report of final actions taken upon disciplinary files. Provides that the report must be made available to the public upon request and payment of the fees set by the Department and may be made available to the public on the Internet through the State of Illinois World Wide Web site. Repeals provisions allowing persons licensed in another state to practice medicine in Illinois pending examination.
