Amends the Illinois Plumbing License Law. Authorizes a municipality with a population of 500,000 or more to provide for the registration of plumbing contractors by local ordinance rather than by State statute. Allows any person registered as a plumbing contractor pursuant to such ordinance, or registered by the Department of Public Health under the Act, to install or supervise the installation of plumbing anywhere in the State. Requires a municipality enacting an ordinance to maintain a current record similar to that required by the Act. Preempts home rule with regard to the regulation of the registration of plumbing contractors. Effective immediately.

Amends the Medical Practice Act of 1987. Makes changes in the determination of professional capacity. Requires certain applicants to submit proof of professional capacity. Removes provisions requiring the Disciplinary Board to send the summary report of final actions taken upon disciplinary files. Provides that the report must be made available to the public upon request and payment of the fees set by the Department and may be made available to the public on the Internet through the State of Illinois World Wide Web site. Repeals provisions allowing persons licensed in another state to practice medicine in Illinois pending examination. Effective immediately.
Creates the Video Gaming Act. Provides that licensed retail establishments where alcoholic liquor is served for consumption, licensed fraternal establishments, and licensed veterans establishments and truck stops may conduct video gaming. Provides that the Illinois Gaming Board shall be responsible for administration and enforcement of laws relating to video gaming terminals. Amends the Riverboat Gambling Act to provide that the Illinois Gaming Board shall be responsible for administration and enforcement of the Video Gaming Act. Amends the Gambling Article of the Criminal Code of 1961 to make corresponding changes. Amends the State Finance Act to create the Local Government Video Gaming Distributive Fund as a special fund in the State treasury. Effective immediately.
Amends the Illinois Optometric Practice Act of 1987. Makes a technical change in a Section concerning diagnostic and therapeutic certification.
Amends the Wildlife Code. Makes a technical change in a Section concerning taxidermy.
Amends the Highway Advertising Control Act of 1971. Makes a technical change in a Section concerning the short title.
Amends the Chicago Teacher Article of the Illinois Pension Code. Eliminates the required contribution for converting past service to the augmented retirement formula, and provides for a refund of such contributions already paid. Also provides for recalculation of the pension and a lump sum payment of the difference between the augmented and unaugmented rates for certain pensioners. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Replaces references to "firearm authorization card" with "firearm control card" throughout the Act. Removes the provision that allows a person who meets certain qualifications to receive a license as a private alarm contractor without having passed the required examination. Provides that the Department may issue a temporary firearm control card pending the issuance of a new firearm control card upon an agency's acquiring of an established armed account. Makes other changes. Amends the Criminal Code of 1961 to make corresponding changes. Effective immediately.
Amends the Real Estate License Act of 2000. Makes a technical change in a Section concerning exemptions from the broker, salesperson, or leasing agent license requirements.
Amends the Chicago Teacher Article of the Illinois Pension Code. Changes the manner of computing the refund payable upon the death of a retired teacher. Also allows certain teachers who are certified but not appointed to establish certain optional service credits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
