Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Removes the requirement that a licensee shall permit his or her office facilities and registered employee files to be audited or inspected upon 24 hours notice by the Department of Financial and Professional Regulation. Makes changes concerning the Department's subpoena power. Effective immediately.

Amends the Riverboat Gambling Act. Provides for distribution of a percentage of the local share of the adjusted gross receipts from a riverboat to a Council of Government, if any, or the Department of Revenue for distribution to certain municipalities within the same county as the home dock of the riverboat. Exempts a riverboat with a home dock located in a municipality with a population in excess of 500,000 from the provisions. Effective immediately.
Creates the Nurse Licensure Compact Act. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Amends the Nursing and Advanced Practice Nursing Act to make changes relating to the purposes of the Compact. Provides that the Department of Financial and Professional Regulation shall adopt any rules necessary for the implementation of this Act. Creates the Advanced Practice Registered Nurse Compact Act. Provides for recognition of the licensure/authority to practice of an advanced practice registered nurse among states. Provides guidelines concerning application, adverse actions, authority of licensing boards, compact administration, and immunity. Provides that the Secretary of Financial and Professional Regulation shall serve as the compact administrator for this State and provides for the termination of Illinois' participation in the compact under specified circumstances. Effective immediately.
Amends the State Employee, State Universities, Downstate Teacher, and Chicago Teacher Articles of the Pension Code to provide for a one-time increase in certain retirement and survivor's annuities. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Provides that the alternative annuity that is available to certain county officers is available to members of a board of commissioners of a forest preserve district who are elected to serve on a forest preserve district that is located in a county having a population of more than 800,000 but fewer than 3,000,000 inhabitants. Amends the Downstate Forest Preserve District Act. Provides that, in addition to property owned by a forest preserve district, property in which a forest preserve district is the grantee of a conservation easement or the grantee of a conservation right, as defined in the Real Property Conservation Rights Act, shall not be subject to eminent domain or condemnation proceedings, except as otherwise specifically provided. Deletes a provision that requires that the compensation for the president of the board of commissioners in certain counties shall be an amount equal to 85% of the annual salary of the county board chairman. Provides that the compensation of the president and the forest preserve commissioners shall be established by the board of commissioners of the forest preserve district (now, the compensation of the forest preserve commissioners is the same as that of county board members in the county with which the forest preserve is co-extensive). Amends the State Mandates Act to require implementation without reimbursement.
Amends the Real Estate Appraiser Licensing Act of 2002. Makes a technical change in a Section concerning legislative intent.
Amends the Physician Assistant Practice Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides for a one-time increase in certain retirement and survivor's annuities. Declares it to be the public policy of this State and the intention of the General Assembly to protect annuitants against significant decreases in the purchasing power of retirement and survivor's annuities. Directs the retirement system to review and report on significant changes in purchasing power. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Medical Practice Act of 1987. Makes a technical change in a Section concerning the duties of the Department.
Amends the Illinois Vehicle Code. Provides that a governmental agency in a municipality or county may establish an automated traffic law enforcement system that produces a recorded image of a motor vehicle's response to a traffic control signal or an image of a vehicle traveling at a prohibited rate of speed and is designed to obtain a clear recorded image of the vehicle and the vehicle's license plate. Provides that the recorded image must also display the time, date, and location of the violation. Provides that, with regard to a signal violation, no citation may be issued if the technician determines that the vehicle entered the intersection as part of a funeral procession or in order to yield the right-of-way to an emergency vehicle. Provides that the owner of the vehicle used in the violation is liable for the violation if the violation was recorded by the system, with exceptions. In a provision concerning failure to pay fines or penalties for standing, parking, and compliance violations and administrative adjudication of those violations, adds violations recorded by the system. Provides that a second notice of violation is not required before a final determination of liability for a violation recorded by the system may be entered. Provides that the compensation paid for the system may not be based on the amount of revenue generated or tickets issued by the system. Deletes language providing for creation of an automated red light enforcement system in a municipality with a population of 1,000,000 or more. Provides that the Illinois Commerce Commission, in cooperation with a local law enforcement agency, may establish in any county or municipality a system for automated enforcement of railroad crossing violations. Provides for automated recording of vehicles that enter a railroad crossing against the signal or that obstruct traffic at a railroad crossing. Provides for the issuance of a Uniform Traffic Citation to the owner of the recorded vehicle. Establishes procedures for contesting the violation. Provides that violation of the provision is a petty offense for which a fine of $250, or 25 hours of community service, shall be imposed. Provides that a fine of $500 shall be imposed for a second or subsequent violation. Provides that the Secretary of State may suspend for not less than 6 months the registration of a vehicle involved in a second or subsequent violation. Provides that photographs or other recorded images from a system established under the new provision, or under the provision establishing a similar pilot program, can be made available to governmental agencies for safety analysis of the railroad crossing.
