RTA-FUNDING

Amends the State Finance Act to create the Regional Transportation Support Fund. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Requires the Department of Revenue to pay into the Regional Transportation Support Fund 80%, with certain limitations, of the net revenue realized for the preceding month from the counties of Cook, DuPage, Will, Kane, Lake, and McHenry from the 6.25% rate on the selling price of motor fuel and gasohol. Amends the Regional Transportation Authority Act. Requires the Authority to provide financial oversight of the Service Boards, allocate operating and capital funds made available to support public transportation in the metropolitan region, and undertake certain planning functions. Provides that the Authority shall adopt a Strategic Plan, a Five-Year Capital Program, and an Annual Budget and Two-Year Financial Plan. Provides that the Authority shall conduct audits of each of the Service Boards no less than every 5 years, and may conduct audits of certain transportation agencies. Provides that the Authority shall establish certain Funds. Repeals certain Sections of the Act. Makes changes to the Board of the Authority and the Commuter Rail Board. Amends the Illinois Pension Code. Provides that the retirement system for Chicago Transit Authority employees shall be known as the Retirement Plan for Chicago Transit Authority Employees. Contains provisions regarding employee contributions. Contains provisions concerning the amount of retirement allowances, the normal retirement date, and early retirement. Amends the Downstate Public Transportation Act. Contains other provisions. Effective immediately.

PEN CD-ART 4-PENSION AGE 48

Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that a firefighter age 48 or older with 30 or more years of creditable service who is no longer in service as a firefighter shall receive a monthly pension of 75% of the monthly salary attached to the rank held by him or her in the fire service at the date of retirement. Amends the State Mandates Act to require implementation without reimbursement.

POLICE CANINE BOARD

Creates the Illinois Police Canine Certification Act. Creates the Illinois Police Canine Certification Board. Sets forth the membership of the Board. Provides that the Board shall establish requirements for certification of police canines used by law enforcement agencies within the State. Provides that the requirements shall be adopted by the Illinois Law Enforcement Training and Standards Board. Provides that each law enforcement agency that uses police canines shall comply with the certification requirements within 12 months after the adoption of the requirements. Amends the Department of State Police Law to provide that the Department of State Police shall provide administrative support to the Board. Effective immediately.

Amends the Regulatory Sunset Act to change the repeal date of the Podiatric Medical Practice Act of 1987 from January 1, 2008 to January 1, 2018. Effective immediately.

PEN CD-MILITARY SERVICE CREDIT

Amends the Illinois Pension Code. In the Downstate Teacher and Chicago Teacher Articles, provides that a participant may establish, without paying contributions, up to 5 years of credit for military service immediately following employment, and removes certain restrictions relating to wartime. In those Articles and the State Employee and State Universities Articles, changes the method of calculating interest when establishing credit for military service not immediately following employment. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

LANDSCAPE ARCHITECT-LICENSURE

Amends the Illinois Landscape Architecture Act of 1989. Replaces all references to "Director of Professional Regulation" with "Secretary of Financial and Professional Regulation", all references to "Department of Professional Regulation" with "Department of Financial and Professional Regulation", and all references to "registration" with "licensure" throughout the Act. Adds provisions concerning the application of the Act, the display of a license, a seal, and continuing education. Repeals a Section that exempts any person who engages in the practice of landscape architecture, but does not represent himself as or use the title of "landscape architect" or "registered landscape architect", from the Act. Makes other changes. Effective January 1, 2008.

PEN CD-ART 17-TAX LEVY

Amends the Chicago Teacher Article of the Illinois Pension Code. Authorizes the Board of Education of the City of Chicago to levy a Public School Teachers' Pension and Retirement Fund and Pension Contribution Tax. Provides that proceeds of the tax may be used by the Board of Trustees of the Public School Teachers' Pension and Retirement Fund of Chicago for the purpose of making employer pension contributions. Effective immediately.
