Amends the Regulatory Sunset Act to change the repeal date of the Clinical Social Work and Social Work Practice Act from January 1, 2008 to January 1, 2018. Effective immediately.

Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the Retailers' Occupation Tax Act. Provides that no tax is imposed under the Act upon the purchase of jet fuel by an Illinois-based commercial airline from August 1, 2008 through August 31, 2008. Effective immediately.
Amends the Hazardous Materials Emergency Act. Makes a technical change in a Section concerning legislative findings.
Amends the Motor Fuel Tax Law. Provides that certain distributions must be made to counties with more than 3 million inhabitants (now, 1 million inhabitants). Effective immediately.
Amends the Regulatory Sunset Act to change the repeal date of the Structural Pest Control Act from January 1, 2008 to January 1, 2009. Effective immediately.
Amends the Counties Code. Provides that deputy sheriffs appointed on or after the effective date shall have the same law enforcement training as county police officers. Provides that the sheriff may require deputy sheriffs who were appointed before the effective date to have the same law enforcement training as county police officers. Preempts the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Creates the Naturopathic Medical Practice Act. Provides for the regulation of naturopathic physicians through licensure by the Department of Financial and Professional Regulation. Establishes the Board of Naturopathic Medicine, the Naturopathic Childbirth Attendance Advisory Committee, and the Naturopathic Formulary Committee. Sets forth provisions concerning licensure, scope of practice, duties of the Department, and administrative procedure. Amends the Regulatory Sunset Act to set a repeal date for the Naturopathic Medical Practice Act of January 1, 2018. Amends the Illinois Controlled Substances Act to add naturopathic physicians who issue a prescription for a controlled substance in accordance with the naturopathic formulary to the definition of "prescriber".
Amends the Professional Geologist Licensing Act. Makes a technical change in a Section concerning a declaration of public policy.
Amends the Real Estate License Act of 2000. Makes a technical change in a Section concerning the short title.
