Amends the Professional Boxing Act. In a Section concerning tickets and taxing, removes the exemption of boxing contests conducted at premises with an indoor seating capacity of more than 17,000. Provides that a promoter may not issue complimentary tickets for more than 4% of the tickets sold without the Department of Financial and Professional Regulation's written authorization or issue any other ticket unless provided for by rule of the Department and that the promoter shall be responsible for paying the tax for all complimentary tickets over and above the 4% maximum cap. Makes other changes.

Amends the Regulatory Sunset Act to change the repeal date of the Home Medical Equipment and Services Provider License Act from January 1, 2008 to January 1, 2018. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code to increase the minimum total survivor's pension to 50% of the earned retirement pension for survivors of members who died before January 1, 1987. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Congratulates the Chicago 2016 Committee upon the selection of Chicago as a Candidate City for the 2016 Summer Olympic Games, expresses gratitude to the United States Olympic Committee for its support of Chicago's candidacy, and urges the people of Chicago and the State of Illinois to cooperate on a nonpartisan basis to deploy the resources necessary to meet the requirements requested by the International Olympic Committee for the 2016 Summer Olympic Games, including the enactment by Illinois of a comprehensive capital bill.

Amends the Cigarette Tax Act. Makes a technical change in a Section concerning the short title.
Amends The Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that, with certain exceptions, no person or entity whose license, certificate, or authority has been revoked by the Department may apply for a restoration of the license, certificate, or authority for a 3-year period. Effective immediately.
Amends the Limited Liability Company Act. Provides that a limited liability company shall not open, operate, or maintain an establishment for any of the purposes for which a limited liability company may be organized under the Act without a certificate of registration from the Department of Financial and Professional Regulation authorized by law to license individuals to engage in the profession or related professions concerned, for the professions of dentistry or medicine or in any licensing Act administered by the Department in which any licensee intending to incorporate is limited to incorporating as a professional corporation. Establishes procedures and fees for obtaining certificates of registration. Provides that a certificate of registration shall not be assignable.
