Amends the Real Estate Appraiser Licensing Act of 2002. Provides for the licensure of appraisal companies under the Act. Provides that the Department of Financial and Professional Regulation shall adopt by rule standards for the licensure of appraisal companies and charge a licensing fee not to exceed $50. Provides conditions for licensure as a real estate appraiser or appraisal company for corporations and partnerships. Prohibits the licensure of limited liability companies. Provides conditional exemptions from the Act to certain persons and entities. Provides criminal penalties for engaging in certain activities without a license as a real estate appraiser or appraisal company. Prohibits certain means of influencing an appraisal. Provides requirements for appraisers concerning the maintenance of a place of business within the State. Specifies that the Board has the power to investigate the actions of a licensee or applicant. Defines "appraisal company", "appraisal management company", "managing appraiser", "turnaround time", and "due date"; requires due dates to be calculated on Central Standard (rather than Daylight Savings) Time. Makes other changes.

Amends the Chicago Teacher Article of the Illinois Pension Code. Provides for a one-time increase in certain retirement and survivor's annuities. Declares it to be the public policy of this State and the intention of the General Assembly to protect annuitants against significant decreases in the purchasing power of retirement and survivor's annuities. Directs the retirement system to review and report on significant changes in purchasing power. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code to increase the minimum total survivor's pension to 50% of the earned retirement pension for survivors of members who died before January 1, 1987. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Professional Boxing Act. Changes the short title from the Professional Boxing Act to the Professional Athletics Act. Provides that no member shall be appointed to the Board for a term which would cause lifetime service to be more than 9 years (now, continuous service). Increases the maximum amount for fines and civil penalties under the Act from $5,000 to $10,000 per violation or offense. Amends the Regulatory Sunset Act and the Unified Code of Corrections to reflect the change in short title from the Professional Boxing Act to the Professional Athletics Act. Effective immediately.
Amends the Chicago Teachers Article of the Illinois Pension Code. Provides that attainment of age 18 does not terminate the children's pension of a child who is disabled and was dependent upon a deceased teacher at the time of his or her death. Provides that, if there is no eligible surviving spouse or eligible child of a deceased teacher, his or her parent is entitled to a survivor's pension if he or she was dependent upon the deceased teacher at the time of his or her death. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning water and sewer utilities.
Amends the O'Hare Modernization Act. Deletes language providing that the city of Chicago's obligation to reimburse school districts and community college districts for lost tax revenue resulting from the city's acquisition of parcels of property for the O'Hare Modernization Program ends with the 2009 taxable year and providing that no reimbursements are payable after January 1, 2010.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Increases the minimum widow's annuity to $1,050 beginning January 1, 2011, $1,100 beginning January 1, 2012, $1,150 beginning January 1, 2013, and $1,200 beginning January 1, 2014. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Controlled Substances Act. Provides that a prescriber may not be prosecuted for any alleged violation of the Act for prescribing, dispensing, or otherwise providing professional services, unless the prosecution is recommended by the Department of Financial and Professional Regulation in consultation with the licensed professional board under the appropriate licensing Act.
Amends the Criminal Code of 1961. Provides for enhanced penalties for murdering, assaulting, battering, or discharging a firearm or machine gun at a physician, physician assistant, nurse, or advanced practice nurse when the defendant knows such person's status.
